Vision Principles: <br />Innovation and Change, and Enhanced Quality of Life. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Finance will complete the necessary budgetary adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING STATE HOMELAND SECURITY GRANT PROGRAM <br />FUNDS IN THE AMOUNT OF $45,000 FROM THE FEDERAL EMERGENCY <br />MANAGEMENT AGENCY THROUGH THE VIRGINIA DEPARTMENT OF <br />EMERGENCY MANAGEMENT AND APPROPRIATING SAID FUNDS IN THE FY 2017 <br />GRANTS FUND FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT FOR THE <br />SOCIAL MEDIA MONITORING AND INTELLIGENCE COLLECTION (SCRUBBING) <br />SOLUTION PROGRAM.” <br /> <br /> <br />Ayes: Cherry, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 326 - Adoption of an ordinance accepting grant funds in the amount of $65,805 <br />from the U.S. Department of Justice Bureau of Justice Assistance and <br />appropriating said funds in the FY 2017 Grants Fund for use by the Portsmouth <br />Police Department to purchase bulletproof vests for police and sheriff personnel. <br /> <br />Vision Principles: Enhanced Quality of Life and Efficient Service Delivery. <br /> <br />Background: <br /> <br /> <br /> The Portsmouth Police Department has received grant funding in the amount of <br />$65,805.00 from the Department of Justice (DOJ) – Bureau of Justice Assistance (BJA) <br />to reimburse 50% of the cost expended from the Grants Fund for the purchase of <br />bulletproof vests for the Portsmouth Police Department and Sheriff Office personnel <br />working on the streets. <br /> <br />Discussion: <br /> <br /> The grant will reimburse 50% of the cost expended for the purchase of bulletproof <br />vests for Portsmouth Police Department and Sheriff Office personnel working on the <br />streets. These funds will offset some of the costs for the future purchase of bulletproof <br />vests for the Portsmouth Police Department and Sheriff Office. <br /> <br /> Bulletproof vests will be purchased with a 50/50 allocation between the General <br />Fund (Police Department and Sheriff Office’s budget) and the Grants Fund. The revenue <br />from the grantor is a reimbursement to the Grants Fund, which is a multi-year fund. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount is $65,805.00 of the Department of Justice funds for the <br />purchase of bulletproof vests for the Portsmouth Police Department and Sheriff Office. <br />The matching funds are already in the Portsmouth Police Department’s and Sheriff Office <br />FY 2017 General Fund budget. <br /> <br /> There is no obligation from the city once the grant has ended. <br /> <br />Staff Recommends: <br /> <br /> Adoption of an ordinance to appropriate the amount of $65,805.00 to the FY 2017 <br />Grants Fund from the Department of Justice – Bureau of Justice Assistance.
