October 11, 2016 <br /> <br />Discussion: <br /> <br /> <br /> The budget transfer recommended willcover the costs of current year event <br /> <br />productions for PRLS. <br /> <br />Financial Impact <br /> <br /> <br /> None. <br /> <br /> This budget transfer will allow PRLS to pay for FY 2017 event productions and <br />continue its mission to provide the citizens of Portsmouth with high quality educational <br /> <br />and cultural experiences. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. Vision Principle: Enhanced Quality of Life. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will complete the necessary budget adjustments. <br /> <br />Motion by Ms. Psimas, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO TRANSFER $129,290 FROM THE MARKETING AND <br />COMMUNICATIONS CATEGORY OF THE FY 2017 GENERAL FUND BUDGET TO <br />THE PARKS, RECREATION, AND CULTURAL CATEGORY OF THE FY 2017 <br />GENERAL FUND BUDGET.” <br /> <br />Ayes: Cherry, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 325 - Adoption of an ordinance accepting State Homeland Security Grant <br />Program funds in the amount of $45,000 from the Federal Emergency Management <br />Agency through the Virginia Department of Emergency Management and <br />appropriating said funds in the FY 2017 Grants Fund for use by the Portsmouth <br />Police Department for the Social Media Monitoring and Intelligence Collection <br />(Scrubbing) Solution Program. <br />Vision Principles: Innovation and Change, and <br /> <br />Enhanced Quality of Life. <br /> <br />Background: <br /> <br /> The Portsmouth Police Department (PPD) has been awarded grant funding in the <br /> <br />amount of $45,000.00from the U.S. Department of Homeland Security (DHS) Federal <br />Emergency Management Agency (FEMA) through the Virginia Department of Emergency <br />Management to provide funds Social Media Monitoring and Intelligence Collection <br />(Scrubbing) Solution. <br /> <br />Discussion: <br /> <br /> The FY 2016 SHSP funds will be used to provide funding for Social Media <br />Monitoring and Intelligence Collection (Scrubbing) Solution. Many social media <br />interactions are coded with geographical information; using integrated software tools such <br />as link analysis, heuristic analysis, geo-plotting, and historic data collection allows us to <br />increase situational awareness, reduce response time, assist first responders, and <br />develop investigative leads. <br /> <br /> The city of Portsmouth anticipates a reduction in injuries, property damage, traffic <br />disruption and personnel costs through active management and resource allocation <br />during high profile public events such as public reaction in the aftermath of an officer- <br />involved incident <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount is $45,000.00 of FY 16 DHS-FEMA SHSP funds for the <br />PPD. <br /> <br /> The city does not have to provide any cash or in-kind match. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
