October 11, 2016 Discussion:  The budget transfer recommended willcover the costs of current year event productions for PRLS. Financial Impact  None.  This budget transfer will allow PRLS to pay for FY 2017 event productions and continue its mission to provide the citizens of Portsmouth with high quality educational and cultural experiences. Recommended Action:  Adoption of the ordinance. Vision Principle: Enhanced Quality of Life. Next Steps Following Council Action:  The Finance Department will complete the necessary budget adjustments. Motion by Ms. Psimas, and seconded by Dr. Whitaker, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO TRANSFER $129,290 FROM THE MARKETING AND COMMUNICATIONS CATEGORY OF THE FY 2017 GENERAL FUND BUDGET TO THE PARKS, RECREATION, AND CULTURAL CATEGORY OF THE FY 2017 GENERAL FUND BUDGET.” Ayes: Cherry, Moody, Psimas, Whitaker, Wright Nays: None 16 - 325 - Adoption of an ordinance accepting State Homeland Security Grant Program funds in the amount of $45,000 from the Federal Emergency Management Agency through the Virginia Department of Emergency Management and appropriating said funds in the FY 2017 Grants Fund for use by the Portsmouth Police Department for the Social Media Monitoring and Intelligence Collection (Scrubbing) Solution Program. Background:  The Portsmouth Police Department (PPD) has been awarded grant funding in the amount of $45,000.00from the U.S. Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) through the Virginia Department of Emergency Management to provide funds Social Media Monitoring and Intelligence Collection (Scrubbing) Solution. Discussion:  The FY 2016 SHSP funds will be used to provide funding for Social Media Monitoring and Intelligence Collection (Scrubbing) Solution. Many social media interactions are coded with geographical information; using integrated software tools such as link analysis, heuristic analysis, geo-plotting, and historic data collection allows us to increase situational awareness, reduce response time, assist first responders, and develop investigative leads.  The city of Portsmouth anticipates a reduction in injuries, property damage, traffic disruption and personnel costs through active management and resource allocation during high profile public events such as public reaction in the aftermath of an officer- involved incident Financial Impact:  The grant award amount is $45,000.00 of FY 16 DHS-FEMA SHSP funds for the PPD.  The city does not have to provide any cash or in-kind match.
