October 11, 2016 <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to concur with the <br />recommendation of the Planning Commission that UP-16-10 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Cherry, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />(c) UP-16-11 MIDTOWN - Ingenium Enterprises, on behalf of Wal-Mart Real <br />Estate Business Trust, requests a use permit for a Panda Express <br />fast-casual restaurant with drive-thru at 1098 Frederick Boulevard. <br />The Comprehensive Plan’s Generalized Future Land Use Map <br />recommends commercial development for the property and denotes <br />that the property is a part of a Regional Activity Center. Vision <br />Principle: A Robust and Prospering Economy. <br /> <br />1. Ursula Murphy, 604 Court Street, voiced her concern with heavy traffic in the <br />neighborhood. <br /> <br />Motion by Mr. Moody, and seconded by Dr. Whitaker, to concur with the <br />recommendation of the Planning Commission that UP-16-11 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Cherry, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- - <br /> Unfinished Business <br /> <br />16 - 283 - Use permit, rezoning and code amendment: <br /> <br /> <br /> Motion by Dr. Whitaker, and seconded by Ms. Psimas, to adopt the following <br />ordinance approved on first reading at the September 27, 2016 meeting, and was adopted <br />by the following vote: <br /> <br />16-283(d): <br /> <br />“ZONING AMENDMENT ORDINANCE Z-16-03.” <br /> <br />Ayes: Cherry, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />16 - 324 - Adoption of an ordinance to transfer $129,290 from the Marketing and <br />Communications category of the FY 2017 General Fund Budget to the Parks, <br />Recreation, and Cultural category of the FY 2017 General Fund Budget. <br />Vision <br /> <br />Principle: Enhanced Quality of Life. <br /> <br />Background: <br /> <br /> <br /> Citizens of the region visit Portsmouth to enjoy our unique senseof history, cultural <br />attractions and our recreational facilities. <br /> <br /> Production costs include staff and resources required to plan and execute special <br />events. The costs include: $13,000 for the Old Town Music Festival; $50,000 for the <br />UMOJA Festival; $3,000 for the Memorial Day Parade; $17,000 for the Seawall Music <br />Festival; $44,600 for Sunset Thursdays and $1,690 for small ceremonies. <br /> <br /> Per City Code, City Council is required to approve all budget transfers over <br />$100,000. <br /> <br /> This funding was originally budgeted in Marketing, Communications and Tourism; <br />however, these activities are now programmed for the Department of PRLS. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
