October 11, 2016 <br /> <br />At a Regular Meeting of the City Council on Tuesday, October 11, 2016, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Mark M. Whitaker, City Manager Dr. L. Pettis Patton, City Attorney Solomon <br />H. Ashby, Jr. <br /> <br />Reverend Gary McCollum, opened the meeting with prayer, which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a <br />Called Meeting of September 27, 2016, and of a Regular Meeting of September 27, 2016, <br />and was adopted by the following vote: <br /> <br />Ayes: Cherry, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br /> <br /> Mayor Wright thanked citizens and city employees for the great work during <br />Hurricane Matthew. <br /> <br /> <br /> City Manager Dr. Patton thanked the Fire, Police and City Departments Heads for <br />their work during Hurricane Matthew. <br /> <br /> <br /> Ms. Brown, Interim Executive Director of Portsmouth Redevelopment and Housing <br />Authority, gave an update on Swanson Homes. <br /> <br /> <br /> Youssef Khalil, Director of Public Work, provided update on stormwater maintenance <br />program for the City. <br /> <br /> <br /> <br /> James Wright, City Engineer, provided an update on flooding during storm. <br /> <br />- Public Hearing - <br /> <br />16 - 323 - Public hearing on code amendment and use permit applications: <br /> <br /> <br />(a) CA-16-02 CITYWIDE - The City of Portsmouth seeks approval of text <br />amendments to Chapter 14.1 - FLOOD PROTECTION to reflect <br />modifications due to departmental configuration changes. No <br />regulatory changes are proposed. Vision Principle: A Robust and <br />Prospering Economy. <br /> <br />There were no speakers on this item. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Cherry, to concur with the <br />recommendation of the Planning Commission that CA-16-02 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Cherry, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />(b) UP-16-10 DOWNTOWN - Dan E. Griffin, Architect, AIA, P.C., on behalf of <br />Lethal Holding Corporation, requests a use permit to convert the 2nd <br />through 7th floors of 505 Washington Street into 27 apartments for <br />residents 55 and older. The Comprehensive Plan’s Generalized <br />Future Land Use Map recommends mixed use downtown <br />development for the property.
