September 27, 2016 <br /> <br />Background: <br /> <br /> <br /> On May 25, 2016 HPR-V Regional Suicide Task Force held a suicide conference <br />to address issues related to suicide. Every CSB was sent a check in the amount of <br />$1,671.56 to be used for incentives, education and materials related to suicide education <br />and prevention. <br /> <br />Discussion: <br /> <br /> HPRV- Suicide Prevention Initiative Planning Funds are State General funds that <br />will be used for Suicide Prevention Week Strategies, Programs, Events and Materials. <br /> <br /> The use of funds will provide an opportunity to extend the reach and impact of <br />suicide prevention efforts, and to reduce costs for individuals in localities related to <br />training or other suicide prevention action strategies. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no financial impact to the city. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of an ordinance. Vision Principle: Enhanced Quality of Life. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Finance will complete the necessary budgetary adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $1,671.56 OF FUNDING RECEIVED FROM HEALTH <br />PLANNING REGION FIVE, HPR-V, REGIONAL SUICIDE TASK FORCE AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2017 BEHAVIORAL HEALTHCARE <br />SERVICE FUND FOR USE BY THE DEPARTMENT OF BEHAVIORAL HEALTHCARE <br />SERVICES TO PROVIDE INCENTIVES, EDUCATION AND MATERIALS RELATED TO <br />SUICIDE PREVENTION.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 308 - Adoption of an ordinance accepting a grant in the amount of $43,035 from <br />the U.S. Department of Transportation National Highway Traffic Safety <br />Administration through the Virginia Highway Safety Office and appropriating said <br />funds in the FY 2017 Grants Fund for use by the Portsmouth Police Department to <br />deter driving under the influence of alcohol. Vision Principles: <br /> Sustainable <br />Neighborhoods, Enhanced Quality of Life, and Efficient Service Delivery. <br /> <br />Background: <br /> <br /> <br /> The Portsmouth Police Department has been awarded grant funding in the amount <br />of $43,035.00 from the US Department of Transportation (DOT) National Highway Traffic <br />Safety Administration (NHTSA) through the Virginia Highway Safety Office (VHSO). <br /> <br /> Since estimated revenue in the FY 2016-2017 Grants Fund is increased by <br />$43,035.00, that amount will be appropriated in the FY 2016-2017 Grants Fund. <br /> <br />Discussion: <br /> <br /> The Portsmouth Police Department will utilize a multi-faceted approach to improve <br />traffic safety in the city of Portsmouth as well as in the surrounding cities of Chesapeake, <br />Suffolk and Norfolk. Many of the motorists in Portsmouth travel to and from our neighboring <br />cities. It is certain that alcohol is among one of the major factors contributing to personal <br />injuries resulting from vehicular crashes. Through these increased enforcement and <br />educational efforts, we intend to significantly reduce the Driving Under the Influence (DUI) <br />and to reduce crashes that have the potential of death and serious injuries. <br /> <br /> The funds received will enable Portsmouth Police Department to provide overtime <br />payments for conducting checkpoints, problem area saturation patrols, DMV approved <br />training and purchasing associated equipment needed by the PPD. <br /> <br /> <br /> <br /> <br /> <br />
