September 27, 2016 <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 306 - Adoption of an ordinance accepting $1,910 of “Program to Assist in the <br />Transition from Homelessness (PATH)” funding received through the Virginia <br />Department of Behavioral Health and Developmental Services and appropriating <br />said amount in the FY 2017 Behavioral Healthcare Service Fund for use by the <br />Department of Behavioral Healthcare Services to assist with homeless transition <br />services. <br />Vision Principle: Enhanced Quality of Life. <br /> <br />Background: <br /> <br /> The Department of Behavioral Healthcare Services (DBHS) receives an annual <br />allocation of $45,658 to assist with homeless services for the citizens of the city of <br />Portsmouth. <br /> <br /> DBHS was notified on August 22, 2016 of an award of an additional one-time <br />funding in the amount of $1,910.00. <br /> <br />Discussion: <br /> <br /> These funds are to be used to assist homeless individuals in the City of <br />Portsmouth. <br /> <br /> The Virginia Department of Behavioral Healthcare and Developmental Services <br />(DBHDS) works in collaboration with several nonprofit entities to combat homelessness <br />through the PATH program. <br /> <br /> These are one-time funds that are being allocated due to performance incentive <br />fund allocations. <br /> <br /> The PATH program provides case management, supportive counseling, and <br />temporary rental assistance to the homeless. <br /> <br /> These funds are to be utilized for the following but are not limited to: temporary <br />shelter, clothing, transition assistance, food, etc. <br /> <br />Financial Impact: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services are <br />providing these funds on a one-time basis to be utilized and spent by August 31, 2016. <br />The funds were spent by the deadline. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance to approve the FY2017 one-time funding for the PATH <br />program. Vision Principle: Enhanced Quality of Life. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will complete the necessary budgetary adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $1,910 OF “PROGRAM TO ASSIST IN THE TRANSITION <br />FROM HOMELESSNESS (PATH)” FUNDING RECEIVED THROUGH THE VIRGINIA <br />DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2017 BEHAVIORAL HEALTHCARE <br />SERVICE FUND FOR USE BY THE DEPARTMENT OF BEHAVIORAL HEALTHCARE <br />SERVICES TO ASSIST WITH HOMELESS TRANSITION SERVICES.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 307 - Adoption of an ordinance accepting $1,671.56 of funding received from <br />Health Planning Region Five, HPR-V, Regional Suicide Task Force and <br />appropriating said amount in the FY 2017 Behavioral Healthcare Service Fund for <br />use by the Department of Behavioral Healthcare Services to provide incentives, <br />education and materials related to suicide prevention. <br />Vision Principle: Enhanced <br />. <br />Quality of Life <br /> <br /> <br /> <br /> <br />
