September 27, 2016 <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $43,035.00 by the DOT NHTSA through the VHSO <br />provides funding for the Portsmouth Police Department. <br /> <br /> The city does have to provide an in-kind match of $21,517.50 through equipment <br />use, maintenance of the vehicle and fuel costs. <br /> <br /> The city has no obligation once the grant has ended. <br /> <br />Staff Recommends: <br /> <br /> Adoption of an Ordinance to appropriate the amount of $43,035.00 in grant funding <br />from the US DOT NHTSA through the VHSO to the Portsmouth Police Department. <br />Vision Principles: Sustainable Neighborhoods, Enhanced Quality of Life, and Efficient <br />Service Delivery. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Finance will complete the necessary budgetary adjustments. <br /> <br />Motion by Ms. Psimas, and seconded by Dr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $43,035 FROM THE U.S. <br />DEPARTMENT OF TRANSPORTATION NATIONAL HIGHWAY TRAFFIC SAFETY <br />ADMINISTRATION THROUGH THE VIRGINIA HIGHWAY SAFETY OFFICE AND <br />APPROPRIATING SAID FUNDS IN THE FY 2017 GRANTS FUND FOR USE BY THE <br />PORTSMOUTH POLICE DEPARTMENT TO DETER DRIVING UNDER THE <br />INFLUENCE OF ALCOHOL.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 309 - Adoption of an ordinance accepting an Edward Byrne Memorial Justice <br />Assistance Grant in the amount of $74,198 from the U.S. Department of Justice <br />Bureau of Justice Assistance and appropriating said funds in the FY 2017 Grants <br />Fund to provide funding for various items, including the Geographical Policing <br />Program, the Circuit Court Drug Court Program, and Police Equipment. Vision <br />Principles: <br /> Innovation and Change, Sustainable Neighborhoods, Enhanced <br />Quality of Life, and Efficient Service Delivery. <br /> <br />Background: <br /> <br /> The Portsmouth Police Department (PPD) has been awarded grant funding in the <br />amount of $74,198.00 from the Department of Justice (DOJ) – Bureau of Justice <br />Assistance (BJA) to provide funds for specialized equipment along with continued funding <br />to support the Drug Court Program. <br /> <br />Discussion: <br /> <br /> The FY 16 JAG funds will be used to provide funding for geographical policing <br />program, time and attendance user license, body worn cameras, Property Management <br />Unit (PMU) shelving and alarm system, fatal vision alcohol awareness package, GLOCK <br />9mm pistols and conversion kit. <br /> <br /> Additionally, funds will be used to support the Drug Court programs within the <br />Circuit Court. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount is $74,198.00 of DOJ – BJA JAG funds for the PPD. <br /> <br /> The city does not have to provide any cash or in-kind match. <br /> <br />Staff Recommends: <br /> <br /> Adoption of an Ordinance to appropriate the $74,198.00 from the FY 16 DOJ – <br />BJA JAG grant.
