Vision Principle: Efficient Service Delivery. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department and the Schools will complete the necessary budget <br /> <br />adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROPRIATING $43,290,029 BY CLASSIFICATION TO IMPLEMENT <br />THE OPERATING BUDGET FOR THE PORTSMOUTH PUBLIC SCHOOLS FOR THE <br />SECOND QUARTER OF FISCAL YEAR 2017.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 305 - Adoption of an ordinance to accept $52,777 in Emergency Services <br />Initiative funding from the Virginia Department of Behavioral Health and <br />Developmental Services and to appropriate said amount in the FY 2017 Behavioral <br />Healthcare Service Fund budget for use in furtherance of reducing the recidivism <br />rate of adults admitted to Eastern State Hospital and expediting the discharge of <br />individuals from geriatric programs at Eastern State Hospital. <br />Vision Principle: <br /> <br />Enhanced Quality of Life. <br /> <br />Background: <br /> <br /> The city of Portsmouth Department of Behavioral Healthcare Services is mandated <br />by Virginia Code and the Virginia Department of Behavioral Health and Developmental <br />Services (DBHDS) to provide prescreening admission and crisis intervention services. <br /> <br /> These services are provided to the citizens of Portsmouth 24 hours a day and 7 <br />days a week. <br /> <br />Discussion: <br /> <br /> These funds are to be used to reduce the recidivism rate of adults being admitted <br />to Eastern State Hospital. <br /> <br /> These funds will be utilized to assist in expediting the discharge of individuals from <br />the geriatric programs at Eastern State Hospital. <br /> <br /> These are one-time funds that are being allocated due to performance incentive <br />fund allocations. <br /> <br />Financial Impact: <br /> <br /> DBHDS is providing these funds on a one-time basis to be utilized during FY 2017. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance to accept and appropriate the funding received from <br />VDBHS.
