September 27, 2016 Staff Recommends:  Adoption of the ordinance. Vision Principle: Efficient Service Delivery. Next Steps Following Council Action:  The Finance Department and the Schools will complete the necessary budget adjustments. Motion by Mr. Moody, and seconded by Dr. Whitaker, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE APPROPRIATING $43,290,029 BY CLASSIFICATION TO IMPLEMENT THE OPERATING BUDGET FOR THE PORTSMOUTH PUBLIC SCHOOLS FOR THE SECOND QUARTER OF FISCAL YEAR 2017.” Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright Nays: None 16 - 305 - Adoption of an ordinance to accept $52,777 in Emergency Services Initiative funding from the Virginia Department of Behavioral Health and Developmental Services and to appropriate said amount in the FY 2017 Behavioral Healthcare Service Fund budget for use in furtherance of reducing the recidivism rate of adults admitted to Eastern State Hospital and expediting the discharge of individuals from geriatric programs at Eastern State Hospital. Vision Principle: Enhanced Quality of Life. Background:  The city of Portsmouth Department of Behavioral Healthcare Services is mandated by Virginia Code and the Virginia Department of Behavioral Health and Developmental Services (DBHDS) to provide prescreening admission and crisis intervention services.  These services are provided to the citizens of Portsmouth 24 hours a day and 7 days a week. Discussion:  These funds are to be used to reduce the recidivism rate of adults being admitted to Eastern State Hospital.  These funds will be utilized to assist in expediting the discharge of individuals from the geriatric programs at Eastern State Hospital.  These are one-time funds that are being allocated due to performance incentive fund allocations. Financial Impact:  DBHDS is providing these funds on a one-time basis to be utilized during FY 2017. Recommended Action:  Adoption of the ordinance to accept and appropriate the funding received from VDBHS. Vision Principle: Enhanced Quality of Life.
