September 27, 2016 <br /> <br />Background: <br /> <br /> Subsequent to the adoption of the City Budget on May 10, 2016 (the “Adopted <br />Budget”), the State Compensation Board has eliminated funding for thirteen state funded <br /> <br />deputy positions at the Portsmouth City Jail. <br /> <br /> Allocated reductions are also impacting other Virginia localities to include Norfolk, <br />Gloucester, Lynchburg and Richmond. <br /> <br />Discussion: <br /> <br /> The Judicial category of the adopted budget included expenditures for state funded <br />deputy positions. The amount of budgeted expenditures relied upon anticipated funding <br />from the state. Because of the positions eliminated by the state, there is no longer a <br />revenue source to support the full amount of budgeted expenditures for these positions. <br /> <br /> It is appropriate to reduce the Judicial category of the General Fund budget by <br />$596,677 because of the reduction in state funded deputy positions and the resulting <br />reduction in revenue. <br /> <br /> The FY2017 budgeted funds are being transferred to the Non Departmental <br />category of the General Fund budget because funds in that category for this purpose <br />cannot be expended without the express approval of the City Manager. Therefore, by <br />transferring the $596,677 from the Judicial to the Non Departmental category, the City is <br />ensuring that these funds are not expended without an identified revenue source. <br /> <br />Financial Impact: <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principle: Efficient Service Delivery. <br /> <br />Next Steps Following Council Action: <br /> <br /> The finance department will complete the necessary budget adjustments. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Dr. Whitaker, and seconded by Dr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO TRANSFER $596,677 FROM THE JUDICIAL CATEGORY OF THE <br />FY 2017 GENERAL FUND BUDGET TO THE NON DEPARTMENTAL CATEGORY OF <br />THE FY 2017 GENERAL FUND BUDGET.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 304 - Adoption of an ordinance appropriating $43,290,029 by classification to <br />implement the operating budget for the Portsmouth Public Schools for the second <br />quarter of Fiscal Year 2017. <br />Vision Principle: Efficient Service Delivery. <br /> <br />Background: <br /> <br /> On May 10, 2016, City Council approved the FY 2017 School Board Operating <br />Budget of $191,810,233 and adopted the first quarterly budget operating appropriation of <br /> <br />$43,290,030 and $18,650,117 for the fiscal year for the grant fund. <br /> <br /> Funding for the second quarter of the school budget from October 1, 2016- <br /> <br />December 31, 2016 must now be appropriated. <br /> <br />Discussion: <br /> <br /> Beginning with the FY2015 Budget, City Council has made quarterly <br /> <br />appropriations of the Portsmouth Public Schools Budget. <br /> <br />Financial Impact: <br /> <br /> Funds are appropriated in the city’s FY 2017 general fund to pay for the local <br />contribution to the school system. The attached ordinance implements the second quarter <br />amount. <br /> <br /> <br /> <br /> <br />
