Violation of any of the above conditions may <br /> <br />serve as grounds for revocation of the use permit by City Council.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />ordinance approved on first reading at the September 13, 2016 meeting, and was adopted <br />by the following vote: <br /> <br />16-283(c): <br /> <br />“ZONING AMENDMENT ORDINANCE Z-16-01.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />ordinance approved on first reading at the September 13, 2016 meeting, and was adopted <br />by the following vote: <br /> <br />16-283(e): <br /> <br />“ORDINANCE TO AMEND CHAPTER 40.1 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) PERTAINING TO ZONING FOR THE PURPOSE OF <br />AUTHORIZING AND REGULATING CONSTRUCTION/ DEMOLITION/DEBRIS <br />LANDFILLS AND TRANSFER STATIONS, INCLUDING BY AMENDING TABLE 40.1- <br />4.1(A) AND SECTION 40.1-8.3, AND BY ADDING NEW SUBSECTIONS 40.1- <br />4.3(D)(4)(e) AND 40.1-4.3(D)(4)(f).” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Wright <br />Nays: Whitaker <br /> <br />16-283 - Rezoning: <br /> <br />(d) Z-16-03 UPTOWN - Roland Carpenter, of Get it Industrial-Marine, LLC, is <br />requesting that the Regulating Plan for the D2-Form Based Code <br />area be changed from Townhouse/Small Apartment Frontage to <br />Workshop Frontage for the properties located at 1609, 1613, and <br />1617 County Street, and 1622 and 1624 Columbia Street. The <br />purpose of this request is to allow for the operation of a contractor’s <br />office in an existing vacant building. The Comprehensive Plan’s <br />Generalized Future Land Use Map recommends mixed use <br />development on the parcel. The parcels total approximately 0.7 <br />acres. Deferred from the September 13, 2016 City Council meeting. <br />Vision Principle: Sustainable Neighborhoods. <br /> <br />1.
