Strong local emergency management
programs keep the Commonwealth safer, and allow all of us to respond and recover

effectively and efficiently when an emergency or disaster occurs.

The grant requires a 1:1 match ratio and the salary of the Battalion Chief that
acts as the Deputy Coordinator of Emergency Management is utilized as the city’s
contribution.

Discussion:

Emergency Management equipment, supplies, and training are funded by this
program. This funding is essential in supporting the mission of protecting Portsmouth
citizens from natural and man-made disasters.

Financial Impact:

In-kind match (Salary of Deputy Coordinator of Emergency Management).

Staff Recommends:

Adoption of a proposed ordinance. Vision Principle: Sustainable
Neighborhoods.

Next Steps Following Council Action:

Acquire equipment, supplies, and training in support of the city’s comprehensive

emergency management program.

Motion by Dr. Whitaker, and seconded by Mr. Meeks, to adopt the following
ordinance, and was adopted by the following vote:

“ORDINANCE ACCEPTING A LOCAL EMERGENCY MANAGEMENT PROGRAM
GRANT IN THE AMOUNT OF $57,992 FROM THE VIRGINIA DEPARTMENT OF
EMERGENCY MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY
2017 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE, AND
EMERGENCY SERVICES FOR EMERGENCY MANAGEMENT EQUIPMENT,
SUPPLIES, AND TRAINING.”

Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright
Nays: None
Councilman Meeks was absent during vote.

16 - 285 - Adoption of an ordinance to amend Article V of Chapter 12 of the Code
of the City of Portsmouth, Virginia (2006) pertaining to public procurement for the
purposes of maintaining consistency with the Code of Virginia and adding or
modifying certain additional provisions.
Vision Principle: Efficient Service
Delivery.

Background:

The Virginia Public Procurement Act (VPPA) provides for local governing bodies
in the Commonwealth of Virginia to adopt local procurement ordinances that can
supplement the VPPA.

The VPPA mandates that any such ordinance include all mandatory sections of
the Act, which are attached to this document.
