September 13, 2016 <br /> <br />Discussion: <br /> <br /> <br /> The Procurement Sections of the Code of the city of Portsmouth have not been <br />updated since 2011, and therefore need to be updated to reflect the changes enacted <br />by the General Assembly since that time. <br /> <br /> The proposed amendments will modify the City Code to ensure that the City’s <br /> <br />Code complies with all adopted amendments to the VPPA. <br /> <br />Financial impact: <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principle: Efficient Service Delivery. <br /> <br />Next Steps Following Council Action: <br /> <br /> The amendments will be incorporated into the City Code. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to this item. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO AMEND ARTICLE V OF CHAPTER 12 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA (2006) PERTAINING TO PUBLIC <br />PROCUREMENT FOR THE PURPOSES OF MAINTAINING CONSISTENCY WITH <br />THE CODE OF VIRGINIA AND ADDING OR MODIFYING CERTAIN ADDITIONAL <br />PROVISIONS.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br />Councilman Meeks was absent during the vote. <br /> <br />16 - 286 - Adoption of an ordinance accepting $15,246 of HOME Investment <br />Partnerships program income and appropriating said amount in the FY 2017 <br />Community Planning and Development Program. <br />Vision Principle: Sustainable <br /> <br />Neighborhoods. <br /> <br />Background: <br /> <br /> HOME Investment Partnerships program income in the amount of $15,246.00 <br />was generated by the payment of a Home Care housing rehabilitation loan. This <br />amount must be added to the appropriation for the FY 2017 Community Planning and <br />Development Program. <br /> <br />Discussion: <br /> <br /> The HOME funds will be included in the FY 2017 Annual Action Plan. <br /> <br /> The additional program income needs to be appropriated by City Council before <br />it can be expended. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. HOME funds require a match of not less than 25% of <br />HOME funds drawn. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principle: Sustainable Neighborhoods. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will take the necessary steps to reflect the additional appropriation in the <br />budget. The funds will be approved and available upon authorization of the <br />appropriation. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br />
