September 13, 2016 <br /> <br />There were no speakers. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to concur with the <br />recommendation of the Planning Commission that UP-16-09 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: Edmonds <br /> <br />(c) Z-16-01 CRADOCK & WEST CRADOCK - Eric Shirey, with NVR Inc. and <br />Ryan Homes, is requesting to amend the proffered conditions for <br />Afton Green located on the former site of Craddock High School at <br />4300 George Washington Boulevard which is zoned Urban <br />Residential Master Planned Overlay with conditions (UR-MPO-K) <br />and contains approximately 40.6 acres. The amendments <br />proposed are to enlarge the proposed lots, reduce the number of <br />units from 200 lots to 172 lots, to reduce the on-slab height from 18 <br />inches to 10 inches, to change the housing designs from a mix of <br />front and rear loaded garages to all front loaded garages, and to <br />modify the overall house designs as submitted. The current density <br />allowed is 4.93 dwelling units per acre while the proposed density is <br />4.24 units per acre. The property is owned by Cradock Properties <br />and the City of Portsmouth. Vision Principle A Robust and <br />Prospering Economy. <br /> <br />1. Eric Shirey, 2921 Brightwood Drive, Virginia Beach, VA, spoke in support of this <br />item. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that Z-16-01 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br />Councilman Meeks recused himself from voting on this item. <br /> <br />(d) Z-16-03 UPTOWN - Roland Carpenter, of Get it Industrial-Marine, LLC, is <br />requesting that the Regulating Plan for the D2-Form Based Code <br />area be changed from Townhouse/Small Apartment Frontage to <br />Workshop Frontage for the properties located at 1609, 1613, and <br />1617 County Street, and 1622 and 1624 Columbia Street. The <br />purpose of this request is to allow for the operation of a contractor’s <br />office in an existing vacant building. The Comprehensive Plan’s <br />Generalized Future Land Use Map recommends mixed use <br />development on the parcel. The parcels total approximately 0.7 <br />acres. Vision Principle: Sustainable Neighborhoods. <br /> <br /> Mr. Moody asked that staff come back with a plan to get away from form based <br /> <br />code. <br /> <br /> <br /> Mayor Wright asked that staff also come back with the impacts of not using form <br /> <br />based code. <br /> <br /> <br />1.
