<br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following
<br />ordinance, and was adopted by the following vote:
<br />
<br />“ORDINANCE AMENDING SUBSECTION 2.C (BEHAVIORAL HEALTHCARE
<br />SERVICES FUND REVENUE) OF CITY ORDINANCE 2016-34 TO ADJUST THE
<br />REVENUE SOURCES FOR THE FY 2017 BEHAVIORAL HEALTHCARE SERVICES
<br />FUND BUDGET BY DECREASING THE FUND BALANCE LINE ITEM BY $1,073,645
<br />AND INCREASING THE STATE CATEGORICAL AID LINE ITEM BY $1,073,645.”

<br />16 - 251 - Adoption of an ordinance to appropriate the sum of $1,554,092 in the
<br />Instruction Classification of the overall and First Quarter FY 2017 Textbook Fund
<br />Budget for the Portsmouth Public Schools.

<br />Background:
<br />
<br /> As stated in Superintendents Memo 130-16, Chapter 732 provides separate
<br />carry forward authority (Item 136 C.5.f.4) for the Textbooks account, which reads as
<br />follows:
<br />
<br />“Any funds provided to school divisions for textbook costs that are unexpended as of
<br />June 30, 2015, or June 30, 2016, shall be carried on the books of the locality to be
<br />appropriated to the school division the following year to be used for same
<br />purpose. School divisions are permitted to carry forward any remaining balance of
<br />textbook funds until the funds are expensed for a qualifying purpose.”
<br />
<br />A school division must first meet all required local effort and required local match
<br />obligations in the current fiscal year prior to carrying forward any portion of its state or
<br />local funds for Textbooks to the next fiscal year. If a division meets these requirements
<br />without spending all or a portion of its local matching funds for Textbooks (i.e., it meets
<br />its required local effort and required local match for all other required accounts), then
<br />the division is permitted to carry forward both the state and local shares of Textbooks
<br />funding.

<br />
<br /> As stated in City Ordinance 2015-29, funds encumbered but unpaid by the end of
<br />the fiscal year will be deemed unspent appropriations that will require re-appropriation
<br />by the City Council.
<br />
<br />Discussion:
<br />
<br /> PPS has identified the preliminary amount of $1,439,986 in Textbook funds
<br />which were unused as of June 30, 2016 and, in line with Superintendents Memo 130-
<br />16, is requesting the City to re-appropriate these funds to be used for the adoption of
<br />new textbooks in math and social studies.
<br />
<br /> PPS has identified the preliminary amount of $114,106 in Textbook funds which
<br />were encumbered as of 6/30/2016 and, in line with City Ordinance 2015-29, PPS is
<br />requesting these funds be re-appropriated to FY2017.
<br />
<br /> As stated, these amounts are preliminary amounts and are estimates prior to the
<br />completion of the financial reporting process and external audit. Any changes to these
<br />amounts will be communicated to City Council.
