August 9, 2016 <br /> <br />Motion by Mr. Cherry, and seconded by Dr. Edmonds, to concur with the <br />recommendation of the Planning Commission that UP-16-07 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Wright <br />Nays: Psimas <br /> <br />(c) Z-16-01 CRADOCK & WEST CRADOCK - Eric Shirey, with NVR Inc. and <br />Ryan Homes, is requesting to amend the proffered conditions for <br />Afton Green located on the former site of Craddock High School at <br />4300 George Washington Boulevard which is zoned Urban <br />Residential Master Planned Overlay with conditions (UR-MPO-K) <br />and contains approximately 40.6 acres. The amendments <br />proposed are to enlarge the proposed lots, reduce the number of <br />units from 200 lots to 172 lots, to reduce the on-slab height from 18 <br />inches to 10 inches, to change the housing designs from a mix of <br />front and rear loaded garages to all front loaded garages, and to <br />modify the overall house designs as submitted. The current density <br />allowed is 4.93 dwelling units per acre while the proposed density is <br />4.24 units per acre. The property is owned by Cradock Properties <br />and the City of Portsmouth. Vision Principle: A Robust and <br />Prospering Economy. <br /> <br />Motion by Mr. Cherry, and seconded by Dr. Edmonds, to defer Item Z-16-01 to <br />the September 13, 2016 City Council meeting, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Wright <br />Nays: None <br />Abstain: Meeks (Owns part of the property) <br /> <br />- City Manager’s Report - <br /> <br />16 - 250 - Adoption of an ordinance amending Subsection 2.C (Behavioral <br />Healthcare Services Fund Revenue) of City Ordinance 2016-34 to adjust the <br />revenue sources for the FY 2017 Behavioral Healthcare Services Fund Budget by <br />decreasing the Fund Balance line item by $1,073,645 and increasing the State <br />Categorical Aid line item by $1,073,645. <br />Vision Principle: Efficient Service <br /> <br />Delivery. <br /> <br />Background: <br /> <br /> On May 10, 2016 City Council adopted Ordinance Number 2016-34, which <br />provided for the appropriation of revenue sources to fund categories for the fiscal year <br />beginning July 1, 2016 and ending June 30, 3017. <br /> <br /> Subsequent to this adoption, review by the BHS department has outlined State <br />and fee revenue sources that will be utilized for services instead of using the City’s fund <br /> <br />balance. <br /> <br /> <br />Discussion: <br /> <br /> This ordinance makes a technical bookkeeping correction to subsection 2.C <br />(Behavioral Healthcare Services Fund Revenue) of City Ordinance 2016-34. It does not <br />modify the purpose of Ordinance 2016-34, which was to authorize the expenditure of <br />$1,073,645 to meet the City’s state law obligation to fund BHS services. <br /> <br />Financial Impact <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
