<br />At a Regular Meeting of the City Council on Tuesday, August 9, 2016, there were
<br />present:

<br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige
<br />D. Cherry, *Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City Manager Dr. L. Pettis
<br />Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br />Pastor Michael Porter opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Meeks, to approve the minutes of a
<br />Called Meeting of July 26, 2016, and of a Regular Meeting of July 12, 2016 with the
<br />omission of the closed motion regarding interviewing candidates for the Portsmouth Port
<br />and Industrial Commission, and was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Wright
<br />Nays: None

<br />
<br />16 - 249 - Public hearing on rezoning and use permit applications:
<br />
<br />(a) UP-16-05 EBONY HEIGHTS - Raquel Owens requests a use permit for a
<br />Family Child Day Care Home at 3511 Pierce Street to care for up to
<br />twelve children under the age of 13 years old. The Comprehensive
<br />Plan’s Generalized Future Land Use Map recommends low to
<br />medium density residential development. Vision Principles: A
<br />Robust and Prospering Economy and Enhanced Quality of Life.
<br />
<br />1. Raquel Owens, 3511 Pierce Street, spoke in support of this item.
<br />
<br />2. JoAnn Clarke, 4717 Thornwood Street, spoke in opposition to this item.
<br />
<br />3. Clifford Kalmbach, 3702 Magnolia Drive, spoke in opposition to this item.

<br />Motion by Dr. Edmonds, and seconded by Ms. Psimas, to defer Item UP-16-05 to
<br />the August 23, 2016 City Council meeting, and was adopted by the following vote:

<br />Nays: None
<br />
<br />(b) UP-16-07 CHURCHLAND - The Trustees of New Berean Baptist Church
<br />request a use permit for a child day care center at 3600 Bamboo
<br />Road. The Comprehensive Plan’s Generalized Future Land Use
<br />Map recommends institutional/public development for the property.
<br />Vision Principles: A Robust and Prospering Economy and
<br />Enhanced Quality of Life.
<br />
