July 12, 2016 <br /> <br />“ORDINANCE AMENDING CITY ORDINANCE 2016-37 TO APPROPRIATE $326,000 <br />TO THE FY 2016 GENERAL FUND OPERATING BUDGET AND TO INCREASE THE <br />FY 2016 CHILDREN’S SERVICES ACT FUND BY THE SAID AMOUNT FOR THE <br />PURPOSE OF FUNDING STATE-MANDATED CHILDREN’S SERVICES ACT <br />SERVICES FOR AT-RISK YOUTHS AND THEIR FAMILIES.” <br /> <br />Ayes: Cherry, Edmonds, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 213 - Adoption of an ordinance accepting grant funding in the amount of <br />$165,000 from the Office of the Executive Secretary of the Supreme Court of <br />Virginia and appropriating said funds in the FY 2017 Grants Fund for use by the <br />Third Judicial Circuit Court for the Portsmouth Adult Drug Treatment Court. <br /> <br />Vision Principle: Sustainable Neighborhoods. <br /> <br />Background: <br /> <br /> The Portsmouth Adult Drug Treatment Court was established to serve as an <br />intensive treatment program for the purpose of treating nonviolent felony offenders who <br />are dependent upon drugs and/or alcohol. <br /> <br />Discussion: <br /> <br /> <br /> This program was first implemented in 2000. <br /> <br />Financial Impact: <br /> <br /> <br /> The Department of Behavioral Healthcare Services has agreed to pay half of the <br />salary and fringe benefits ($27,473.00) of the case manager for the program. <br /> <br />Staff Recommends: <br /> <br /> Adoption of proposed ordinance. Vision Principle: Sustainable Neighborhoods. <br /> <br />Next Steps Following Council Action: <br /> <br /> The responsibility of overseeing the Portsmouth Adult Drug Treatment Court will <br />rest with the Third Judicial Circuit Court of the City of Portsmouth. <br /> <br />Motion by Dr. Whitaker, and seconded by Dr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING GRANT FUNDING IN THE AMOUNT OF $165,000 FROM <br />THE OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF <br />VIRGINIA AND APPROPRIATING SAID FUNDS IN THE FY 2017 GRANTS FUND <br />FOR USE BY THE THIRD JUDICIAL CIRCUIT COURT FOR THE PORTSMOUTH <br />ADULT DRUG TREATMENT COURT.” <br /> <br />Ayes: Edmonds, Psimas, Whitaker, Wright <br />Nays: None <br />Abstain - Cherry (Wife is the Case Manager) <br /> <br />16 - 214 - Adoption of an ordinance accepting a grant in the amount of $3,700 <br />from the Virginia Commission for the Arts and appropriating said amount in the <br />FY 2017 Grants Fund for use by the Department of Museums in conjunction with <br />the Combat Papers Workshop and the exhibition Transitions: States of War. <br /> <br />Vision Principle: Lifelong Learning Community. <br /> <br />Background: <br /> <br /> The Virginia Commission for the Arts annually awards grants for art exhibitions <br /> <br />and programs through their Project Support Grant. <br /> <br /> The Curator of Art submitted a grant in support of the Combat Papers workshop <br />for 20 veterans which is being held in conjunction with the exhibition TRANSITIONS: <br /> <br />States of War. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
