July 12, 2016 “ORDINANCE AMENDING CITY ORDINANCE 2016-37 TO APPROPRIATE $326,000 TO THE FY 2016 GENERAL FUND OPERATING BUDGET AND TO INCREASE THE FY 2016 CHILDREN’S SERVICES ACT FUND BY THE SAID AMOUNT FOR THE PURPOSE OF FUNDING STATE-MANDATED CHILDREN’S SERVICES ACT SERVICES FOR AT-RISK YOUTHS AND THEIR FAMILIES.” Ayes: Cherry, Edmonds, Psimas, Whitaker, Wright Nays: None 16 - 213 - Adoption of an ordinance accepting grant funding in the amount of $165,000 from the Office of the Executive Secretary of the Supreme Court of Virginia and appropriating said funds in the FY 2017 Grants Fund for use by the Third Judicial Circuit Court for the Portsmouth Adult Drug Treatment Court. Vision Principle: Sustainable Neighborhoods. Background:  The Portsmouth Adult Drug Treatment Court was established to serve as an intensive treatment program for the purpose of treating nonviolent felony offenders who are dependent upon drugs and/or alcohol. Discussion:  This program was first implemented in 2000. Financial Impact:  The Department of Behavioral Healthcare Services has agreed to pay half of the salary and fringe benefits ($27,473.00) of the case manager for the program. Staff Recommends:  Adoption of proposed ordinance. Vision Principle: Sustainable Neighborhoods. Next Steps Following Council Action:  The responsibility of overseeing the Portsmouth Adult Drug Treatment Court will rest with the Third Judicial Circuit Court of the City of Portsmouth. Motion by Dr. Whitaker, and seconded by Dr. Edmonds, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING GRANT FUNDING IN THE AMOUNT OF $165,000 FROM THE OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF VIRGINIA AND APPROPRIATING SAID FUNDS IN THE FY 2017 GRANTS FUND FOR USE BY THE THIRD JUDICIAL CIRCUIT COURT FOR THE PORTSMOUTH ADULT DRUG TREATMENT COURT.” Ayes: Edmonds, Psimas, Whitaker, Wright Nays: None Abstain - Cherry (Wife is the Case Manager) 16 - 214 - Adoption of an ordinance accepting a grant in the amount of $3,700 from the Virginia Commission for the Arts and appropriating said amount in the FY 2017 Grants Fund for use by the Department of Museums in conjunction with the Combat Papers Workshop and the exhibition Transitions: States of War. Vision Principle: Lifelong Learning Community. Background:  The Virginia Commission for the Arts annually awards grants for art exhibitions and programs through their Project Support Grant.  The Curator of Art submitted a grant in support of the Combat Papers workshop for 20 veterans which is being held in conjunction with the exhibition TRANSITIONS: States of War.
