July 12, 2016 <br /> <br />At a Regular Meeting of the City Council on Tuesday, July 12, 2016, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, Paige D. Cherry, Dr. Curtis <br />E. Edmonds, Sr., Dr. Mark M. Whitaker, City Manager Dr. L. Pettis Patton, City Attorney <br />Solomon H. Ashby, Jr. <br /> <br />Pastor Ruth Murray opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Ms. Psimas, and seconded by Dr. Edmonds, to approve the minutes of <br />a Called Meeting of June 28, 2016, and of a Regular Meeting of June 28, 2016, and <br />was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 211 - Presentation: <br /> <br /> <br /> <br /> Presentation of special lapel pins to newly appointed board and commission <br />members. <br /> <br />- City Manager’s Report - <br /> <br />16 - 212 - Adoption of an ordinance amending City Ordinance 2016-37 to <br />appropriate $326,000 to the FY 2016 General Fund Operating Budget and to <br />increase the FY 2016 Children’s Services Act Fund by the said amount for the <br />purpose of funding state-mandated Children’s Services Act services for at-risk <br />youths and their families. . <br />Vision Principle: Efficient Service Delivery <br /> <br />Background: <br /> <br /> On June 14, 2016 City Council adopted Ordinance Number 2016-37, which <br />provided for the transfer of $326,000 in unanticipated land sales revenue within the <br />General Fund Operating Budget for the purpose of funding state-mandated Children’s <br />Services Act (CSA) services for at-risk youths and their families. <br /> <br /> Since the Children’s Services Act fund is a named fund within the City budget, <br />the Ordinance technically should have provided for the appropriation of the <br />unanticipated land sales revenue to the General Fund Operating Budget and the <br /> <br />increase of the Children’s Services Act fund accordingly. <br /> <br /> <br />Discussion: <br /> <br /> This Ordinance makes a technical bookkeeping correction to City Ordinance <br />2016-37. It does not modify the purpose of Ordinance 2016-37, which was to authorize <br />the expenditure of $326,000 to meet the City’s state law obligation to fund CSA <br />services. <br /> <br />Financial Impact <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
