June 28, 2016 <br /> <br />Next Steps Following Council Action: <br /> <br /> The funds are approved and available upon authorization of the appropriation. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Cherry, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $1,879.00 OF HOME INVESTMENT PARTNERSHIPS <br />PROGRAM FUNDS AND APPROPRIATING SAID AMOUNT IN THE FY 2016-17 <br />COMMUNITY PLANNING AND DEVELOPMENT PROGRAM.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Whitaker, Psimas <br />Nays: None <br /> <br />16 - 199 - Adoption of an ordinance accepting a McKinley-Vento Act Homeless <br />assistance Competition Grant in the amount of $50,593 from the Department of <br />Housing and Urban Development and appropriating said funds in the FY 2015-16 <br />Grants Fund for use by the Department of Behavioral Healthcare Services in <br />connection with the Shelter Plus Program. <br /> <br />Background: <br /> <br /> On May 23, 2016 Portsmouth Continuum of Care was notified that DBHS was <br />awarded $50,593 toward the renewal of the Shelter Plus Care Program. <br /> <br /> <br />Discussion: <br /> <br /> As an integral component of the Portsmouth Continuum of Care Housing Plan, <br />the Shelter Plus Care Program has provided an opportunity for affordable, permanent <br />and safe supportive housing choices to over 130 homeless citizens since 1994. There <br />are currently 52 adults and 13 children in the Shelter Plus Care Program. <br /> <br /> The Shelter Plus Care and Supportive Housing Programs provide housing, case <br />management, supportive groups and financial management, while encouraging stability, <br />employment and independence for individuals and families living with HIV/AIDS and/or <br />mental health, mental retardation, and substance abuse disabilities. <br /> <br /> This program has contributed favorably and proved to be a positive influence in <br />the effort to improve neighborhood quality, economic development and fiscal strength of <br />the city. <br /> <br />Financial Impact: <br /> <br /> <br /> The entire $12,648.00 of matching funds can be made through services provided <br />by Behavioral Healthcare Services. <br /> <br /> <br />Recommended Action: <br /> <br /> Adoption of a resolution to approve the appropriation of $50,593.00 for the <br />Shelter Plus Care Program. Vision Principles: Sustainable Neighborhoods and <br />Enhanced Quality of Life. <br /> <br />Next Steps Following Council Action: <br /> <br /> If the requested appropriation is approved, the Director of BHS will ensure the <br />Shelter Plus Care Program will continue to provide housing services to homeless <br />consumers they serve. <br /> <br />1.
