June 28, 2016 <br /> <br />16 - 200 - Adoption of an ordinance accepting $7,444 of Program to Assist in the <br />Transition from Homelessness (PATH) funding received through the Virginia <br />Department of Behavioral Health and Developmental Services and appropriating <br />said amount in the FY 2015-16 General Fund for use by the Department of <br />Behavioral Healthcare Services to assist with homeless transition services. <br /> <br />Vision Principles:Sustainable Neighborhoods and Enhanced Quality of Life. <br /> <br />Background: <br /> <br /> The City of Portsmouth Department of Behavioral Healthcare Services receives <br />an annual allocation of $45,658 to assist with homeless services for the citizens of the <br />City of Portsmouth. The additional $7,444 will make the total allocated funding for the <br />PATH program $53,102. <br /> <br />Discussion: <br /> <br /> These funds are to be used to assist homeless individuals in the City of <br />Portsmouth. <br /> <br /> The Department of Behavioral Healthcare Services works in collaboration with <br />several nonprofit entities to combat homeless through the PATH program. <br /> <br /> These are one-time funds that are being allocated due to performance incentive <br />fund allocations. <br /> <br /> The PATH program provides case management, supportive counseling, and <br />temporary rental assistance to the homeless. <br /> <br /> These funds are to be utilized for the following but are not limited to: temporary <br />shelter, clothing, transition assistance, food, etc. <br /> <br />Financial Impact: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services are <br /> <br />providing these funds on a one-time basis to be utilized prior to August 31, 2016. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principles: Sustainable Neighborhoods and <br />Enhanced Quality of Life. <br /> <br />Next Steps Following Council Action: <br /> <br /> Funds will be disbursed to the Department of Behavioral Healthcare Services. <br />All required closeout documents will be completed. <br /> <br />Motion by Mr. Cherry, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $7,444 OF PROGRAM TO ASSIST IN THE TRANSITION <br />FROM HOMELESSNESS (PATH) FUNDING RECEIVED THROUGH THE VIRGINIA <br />DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2015-16 GENERAL FUND FOR <br />USE BY THE DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES TO <br />ASSIST WITH HOMELESS TRANSITION SERVICES.” <br /> <br /> <br />Ayes: Cherry, Edmonds, Moody, Whitaker, Psimas <br />Nays: None <br /> <br />- New Business - <br /> <br />16 - 201 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
