June 14, 2016 <br /> <br />Discussion: <br /> <br /> Fire Chief Dwayne Bonnette has reviewed and approved the application for <br />American Medical Response to provide certain non emergency transport services within <br />the city of Portsmouth with the conditions as follows: <br /> American Medical Response agrees to limit its transport business to that of non- <br /> <br />emergency transports at all times when operating within the city of Portsmouth. <br /> The American Medical Response agrees that it will not attempt to provide nor <br /> <br />respond to emergency situations (commonly known as “911” calls) within the city, <br />unless requested by the Portsmouth Fire Rescue and Emergency Services Department <br />(PFRES) through a mutual aid agreement. <br /> American Medical Response agrees that in the normal course of their transport <br /> <br />business, while within the city of Portsmouth, if they become aware of an emergency <br />situation, they will report it immediately to the city of Portsmouth’s dispatch center to be <br />handled by PFRES. <br /> American Medical Response agrees to maintain to a Virginia Department of <br /> <br />Health Office of EMS Agency License and required business license as required by the <br />Code of Virginia and to comply with all zoning and other applicable requirements of the <br />Portsmouth City Code. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no financial impact to the city of Portsmouth. <br /> <br />Staff Recommends: <br /> <br /> Adoption of a resolution. Vision Principle: Efficient Service Delivery. <br /> <br />Next Steps Following Council Action: <br /> <br /> A copy of City Council’s resolution will be sent to Virginia Office of EMS and to <br /> <br />American Medical Response for inclusion in their application for EMS Agency License. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING APPROVAL FOR AMERICAN MEDICAL RESPONSE <br />MID-ATLANTIC, INC. TO PROVIDE CERTAIN TRANSPORT SERVICES WITHIN THE <br />CITY OF PORTSMOUTH. <br /> <br /> WHEREAS <br />, Section 15.2-955 of the Code of Virginia provides that no <br />organization shall provide emergency medical services (EMS) without the prior approval <br />by resolution of the local governing body; and <br /> <br />WHEREAS, <br /> Virginia Administrative Code regulations, specifically 12 VAC 5-31- <br />420, also require that an EMS agency receive an ordinance or resolution from the <br />governing body of each locality where the agency maintains an office or stations an <br />EMS vehicle for response within a locality; and <br /> <br />WHEREAS <br /> , American Medical Response Mid-Atlantic, Inc., a private emergency <br />medical services agency, desires a resolution supporting a state license to provide <br />certain medical transport services in the City of Portsmouth, Virginia. <br /> <br /> NOW THEREFORE, BE IT RESOLVED <br />, by the Council of the City of <br />Portsmouth, Virginia, that: <br /> <br /> 1. American Medical Response Mid-Atlantic, Inc. (“AMR”) is hereby granted <br />approval to provide certain medical transport services within the City of Portsmouth, <br />Virginia and to obtain agency license approval from the Virginia Office of Emergency <br />Medical Services in accordance with the following requirements which shall apply when <br />AMR is providing services within the City of Portsmouth: <br /> <br />(a) AMR shall limit its transport services to nonemergency transports when operating <br />in the City of Portsmouth. <br /> <br /> <br /> <br /> <br /> <br /> <br />
