June 14, 2016 <br /> <br />16 - 184 - Adoption of an ordinance to transfer $173,000 within the FY 2015-16 <br />General Fund Operating Budget for the purpose of funding secure detention <br />placement services utilized by the Juvenile and Domestic Relations Court. <br />Vision <br /> <br />Principle: Efficient Service Delivery. <br /> <br />Background: <br /> <br /> The Juvenile and Domestic Relations Court utilizes secure detention placements <br />as well as less costly program alternatives. Due to an increase in serious crimes there <br />has been an increase in the court utilizing secure detention placements. <br /> <br /> Funding for FY 2016 was budgeted at an average rate of 12 youth per day and <br />due to an increase in the use of secure detention, the average for FY 2016 is running at <br /> <br />approximately 15-16 youth per day resulting in a budget shortfall. <br /> <br />Discussion: <br /> <br /> As with any large organization, the annual budget is a plan that may require <br />adjustments as circumstances change. Sound financial policy is to cover increase in <br />expenses with savings from other expenditure accounts or with increases of current <br />year revenue. <br /> <br /> <br /> The budget transfer recommended willcover increases of costs with current year <br /> <br />expenditure savings. <br /> <br />Financial Impact: <br /> <br /> This budget transfer will allow the Juvenile and Domestic Relations Court to pay <br />for FY 2016 contractual bills to continue its mission to rehabilitate those who come <br />before the Court. Current year expenditure savings will cover the transfer amount. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principle: Efficient Service Delivery. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget adjustments. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Mr. Meeks, and seconded by Dr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO TRANSFER $173,000 WITHIN THE FY 2015-16 GENERAL FUND <br />OPERATING BUDGET FOR THE PURPOSE OF FUNDING SECURE DETENTION <br />PLACEMENT SERVICES UTILIZED BY THE JUVENILE AND DOMESTIC <br />RELATIONS COURT.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 185 - Adoption of a resolution granting approval for American Medical <br />Response Mid-Atlantic, Inc. to provide certain transport services within the City <br />of Portsmouth. <br />Vision Principle: Efficient Service Delivery. <br /> <br />Background: <br /> <br /> Virginia Emergency Medical Services Regulations (12VAC5-31) & Virginia Code <br />§ 15.2-955 require that private medical transport businesses receive an ordinance or <br />resolution from the governing body of each locality where the agency maintains an <br />office or stations an EMS vehicle for response within a locality. This ordinance or <br />resolution must specify the geographic boundaries of the agency's primary service area <br />within the locality. <br /> <br />American Medical Response <br /> In April 2016, the Operations Manager for , <br />Hampton Roads Division, requested approval to operate as a non-emergency transport <br />service provider within the city of Portsmouth. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
