May 24, 2016 <br /> <br />Ayes: Cherry, Edmonds, Whitaker, Wright <br />Nays: Moody <br /> <br /> There was a consensus of City Council to not have Item UP-16-04 come back for a <br /> <br />second reading at the June 14, 2016 City Council meeting. <br /> <br />- City Manager’s Report - <br /> <br />16 - 161 - Adoption of an ordinance accepting a grant in the amount of $2,000 <br />from the Virginia E-911 Services Board and appropriating said amount in the FY <br />2016-17 Grants Fund for use by the Police Department for training for the <br />Emergency Communications Unit. <br />Vision Principle: Efficient Service Delivery. <br /> <br />Background: <br /> <br /> The Emergency Communications Unit (E-911) has received grant funding of <br />$2,000 from the Virginia Wireless E-911 Services Board to provide funds for training. <br /> <br />Discussion: <br /> <br /> The grant will be used to provide funding for educational classes and conference <br />on new generation of E-911 technology that will provide better services to the citizens of <br />Portsmouth. New generation technology is on the horizon and implementation will be <br />mandated by the State of Virginia in next few years. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount is $2,000 of Virginia Wireless E-911 Services Board <br />funds for the Emergency Communications Unit. <br /> <br /> There is no obligation from the city once the grant has ended. <br /> <br />Staff Recommends: <br /> <br /> Adoption of an ordinance to appropriate the $2,000 from the Virginia Wireless E- <br />911 Services Board to provide funds for training for the Emergency Communications <br />Unit. Vision Principle: Efficient Service Delivery. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Chief of Police or her designee will provide grant management and <br />oversight. <br /> <br />Motion by Mr. Moody, and seconded by Dr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $2,000 FROM THE <br />VIRGINIA E-911 SERVICES BOARD AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2016-17 GRANTS FUND FOR USE BY THE POLICE DEPARTMENT FOR <br />TRAINING FOR THE EMERGENCY COMMUNICATIONS UNIT.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Whitaker, Wright <br />Nays: None <br /> <br />16 - 162 - Adoption of an ordinance to appropriate $60,000 of telephone <br />commission revenue in the FY 2016-17 General Fund operating budget for use by <br />the Sheriff’s Office. <br />Vision Principle: Efficient Service Delivery. <br /> <br />Background: <br /> <br /> The Portsmouth Sheriff's Office receives a commission from the Inmate <br /> <br />Telephone System. This funding helps offset the Sheriff's Office General Fund Budget. <br /> <br />Discussion: <br /> <br /> <br /> Allows the Sheriff's Office to supplement our General Fund Operating Budget. <br /> <br />Financial Impact: <br /> <br /> There is no negative financial impact incurred by the city of Portsmouth. <br /> <br /> <br /> <br /> <br /> <br />
