<br />At a Regular Meeting of the City Council on Tuesday, May 24, 2016, there were
<br />present:

<br />Mayor Kenneth I. Wright, William E. Moody, Jr., Paige D. Cherry, Dr. Curtis E.
<br />Edmonds, Sr., Dr. Mark M. Whitaker, City Manager Dr. L. Pettis Patton, City Attorney
<br />Solomon H. Ashby, Jr.
<br />
<br />Councilman Curtis E. Edmonds, Sr. opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Dr. Edmonds, and seconded by Mr. Moody, to approve the minutes of
<br />a Called Meeting of May 10, 2016, and of a Regular Meeting of May 10, 2016, and was
<br />adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Moody, Whitaker, Wright
<br />Nays: None
<br />
<br />- Public Hearing -
<br />
<br />16 - 160 - Public hearing on use permit applications:
<br />
<br />(a) UP-16-03 PRENTIS PARK - Dexter Adams of Flipping USA, LLC requests a
<br />use permit for a duplex at 1413 Des Moines Avenue. The property
<br />is further zoned Urban Residential, UR. The Comprehensive Plan’s
<br />Generalized Future Land Use Map recommends high density
<br />single-family residential development of the parcel. Vision
<br />Principle: Sustainable Neighborhoods.
<br />
<br />There were no speakers.

<br />Motion by Dr. Whitaker, and seconded by Dr. Edmonds, to concur with the
<br />recommendation of the Planning Commission that UP-16-03 be approved on first
<br />reading, and was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Moody, Whitaker, Wright
<br />Nays: None
<br />
<br />(b) UP-16-04 SIMONSDALE - Roger L. Cornett requests a use permit for a flea
<br />market at 5000 Portsmouth Boulevard. The property is zoned
<br />Neighborhood Mixed Use, NMU. The Comprehensive Plan’s
<br />Generalized Future Land Use Map recommends low to medium
<br />density single-family residential development of the parcel. Vision
<br />Principle: Sustainable Neighborhoods and Enhanced Quality of
<br />Life.
