May 24, 2016 Staff Recommends:  Adoption of an ordinance to accept and appropriate and authorize expenditure of $60,000.00 in funds as provided to the Sheriff's Office by the Inmate Telephone System. Motion by Mr. Moody, and seconded by Dr. Whitaker, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO APPROPRIATE $60,000 OF TELEPHONE COMMISSION REVENUE IN THE FY 2016-17 GENERAL FUND OPERATING BUDGET FOR USE BY THE SHERIFF’S OFFICE.” Ayes: Cherry, Edmonds, Moody, Whitaker Nays: Wright 16 - 163 - Adoption of a resolution authorizing the City Manager to execute a Programmatic Project Administration Agreement Extension Addendum to the revenue sharing programmatic agreements with the Virginia Department of Transportation governing funding for the Churchland Bridge Replacement Project and the Paradise Creek Bridge Replacement Project. Vision Principle: Efficient Service Delivery. Background:  The Programmatic Project Administration Agreement (PPAA) Extension Addendum applies to all Revenue Sharing Programmatic Agreements for the city of Portsmouth that were executed in FY14, FY15 and FY16.  In order to continue with the current agreements, the extension addendum must be executed. The extension will remain in effect until June 30, 2019.  The Churchland Bridge Replacement Project and the Paradise Creek Bridge Replacement Project are partially funded through revenue sharing with the Virginia Department of Transportation (VDOT).  Revenue Sharing accounts for $27,300,000 of the total $35,500,000 cost for the Churchland Bridge Replacement Project.  There is currently $500,000 in Revenue Sharing funds on the Paradise Creek Bridge Replacement Project. Discussion:  The Churchland Bridge Replacement Project is scheduled to go out for bid during this fall. Construction will last approximately two years.  The Paradise Creek Bridge Replacement project will start design this year. Construction is tentatively scheduled to start in 2018.  VDOT will not reimburse the city for its share of revenue sharing costs without a valid agreement in place. Financial impact:  The extension of this agreement allows the city to continue to get reimbursed by VDOT for half the approved costs associated with these projects and maintain the current project schedules.
