Box 50141, spoke in opposition to this item. <br /> <br />Motion by Mr. Moody, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO APPROPRIATE $60,000 OF TELEPHONE COMMISSION <br />REVENUE IN THE FY 2016-17 GENERAL FUND OPERATING BUDGET FOR USE <br />BY THE SHERIFF’S OFFICE.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Whitaker <br />Nays: Wright <br /> <br />16 - 163 - Adoption of a resolution authorizing the City Manager to execute a <br />Programmatic Project Administration Agreement Extension Addendum to the <br />revenue sharing programmatic agreements with the Virginia Department of <br />Transportation governing funding for the Churchland Bridge Replacement Project <br />and the Paradise Creek Bridge Replacement Project. <br />Vision Principle: Efficient <br />Service Delivery. <br /> <br />Background: <br /> <br /> The Programmatic Project Administration Agreement (PPAA) Extension <br />Addendum applies to all Revenue Sharing Programmatic Agreements for the city of <br />Portsmouth that were executed in FY14, FY15 and FY16. <br /> <br /> In order to continue with the current agreements, the extension addendum must <br />be executed. The extension will remain in effect until June 30, 2019. <br /> <br /> The Churchland Bridge Replacement Project and the Paradise Creek Bridge <br />Replacement Project are partially funded through revenue sharing with the Virginia <br />Department of Transportation (VDOT). <br /> <br /> Revenue Sharing accounts for $27,300,000 of the total $35,500,000 cost for the <br />Churchland Bridge Replacement Project. <br /> <br /> There is currently $500,000 in Revenue Sharing funds on the Paradise Creek <br />Bridge Replacement Project. <br /> <br />Discussion: <br /> <br /> <br /> The Churchland Bridge Replacement Project is scheduled to go out for bid during <br /> <br />this fall. Construction will last approximately two years. <br /> <br /> The Paradise Creek Bridge Replacement project will start design this year. <br /> <br />Construction is tentatively scheduled to start in 2018. <br /> <br /> VDOT will not reimburse the city for its share of revenue sharing costs without a <br /> <br />valid agreement in place. <br /> <br />Financial impact: <br /> <br /> The extension of this agreement allows the city to continue to get reimbursed by <br />VDOT for half the approved costs associated with these projects and maintain the <br />current project schedules. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution.
