May 10, 2016 <br />4. Melvin Parker, 5804 Walden Road, asked that retirees receive ½ the bonus being <br /> proposed for employees. <br /> <br />5. Grover Holloman, 1912 Rosemary Lane, asked that retirees receive ½ the bonus <br /> being proposed for employees. <br /> <br />6. Terry Gossage, 247 Douglas Avenue, asked that the full amount of the bonus be <br /> given to employees and not taxed. <br /> <br /> <br /> City Manager Patton informed citizens and City Council that employees would be <br />receiving the full $1000 bonus. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Cherry, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />16-147 (B): <br /> <br />“ORDINANCE ADOPTING THE FY 2016 - 2017 CLASSIFICATION AND PAY PLAN <br />FOR EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />1. Randy Bailey, 200 Maryland Avenue, spoke in opposition to this item. <br /> <br />Motion by Mr. Meeks, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />16-147 (C): <br /> <br />“RESOLUTION APPROVING THE COMMUNITY PLANNING AND DEVELOPMENT <br />2017 ANNUAL ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AND <br />AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO <br />OBTAIN THE CITY'S COMMUNITY PLANNING AND DEVELOPMENT GRANT <br />ENTITLEMENTS. <br /> <br />WHEREAS <br /> , pursuant to the Housing and Community Development Act of 1974, <br />as amended, and the Cranston - Gonzalez National Affordable Housing Act of 1992, as <br />amended, (“Acts”), financial assistance is provided to enable localities to provide decent <br />housing, establish and maintain suitable living environments, and expand economic <br />opportunities for low to moderate income residents; and <br /> <br />WHEREAS <br /> , each of the Community Planning and Development programs <br />(Community Development Block Grant and Home Investment Partnerships) shall be <br />operated on a single consolidated program year; and <br /> <br />WHEREAS <br /> , the required public hearing has been held and the City Council has <br />reviewed the proposed 2017 Annual Action Plan; and <br /> <br />WHEREAS <br /> , it is necessary that this Council take official action regarding the <br />2017 Annual Action Plan to comply with the regulations of the aforementioned Acts; and <br /> <br />WHEREAS <br /> , this Council is aware of the federal regulations governing the <br />undertaking and carrying out of activities under the community planning and <br />development programs; and <br /> <br />WHEREAS <br /> , this Council recognizes its responsibility to direct that safeguards be <br />established to protect employees from using their positions for a purpose that gives the <br />appearance of being motivated by a desire for private gain for themselves or others, <br />particularly those with whom they have family, business or other ties; and <br /> <br /> WHEREAS <br />, this Council has found that the proposed 2017 Annual Action Plan is <br />appropriate to meet the needs of the City and, therefore, is acceptable. <br /> <br /> <br /> <br /> <br />
