May 10, 2016 4. Melvin Parker, 5804 Walden Road, asked that retirees receive ½ the bonus being proposed for employees. 5. Grover Holloman, 1912 Rosemary Lane, asked that retirees receive ½ the bonus being proposed for employees. 6. Terry Gossage, 247 Douglas Avenue, asked that the full amount of the bonus be given to employees and not taxed.  City Manager Patton informed citizens and City Council that employees would be receiving the full $1000 bonus. Motion by Ms. Psimas, and seconded by Mr. Cherry, to adopt the following ordinance, and was adopted by the following vote: 16-147 (B): “ORDINANCE ADOPTING THE FY 2016 - 2017 CLASSIFICATION AND PAY PLAN FOR EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA.” Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright Nays: None 1. Randy Bailey, 200 Maryland Avenue, spoke in opposition to this item. Motion by Mr. Meeks, and seconded by Ms. Psimas, to adopt the following resolution, and was adopted by the following vote: 16-147 (C): “RESOLUTION APPROVING THE COMMUNITY PLANNING AND DEVELOPMENT 2017 ANNUAL ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AND AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S COMMUNITY PLANNING AND DEVELOPMENT GRANT ENTITLEMENTS. WHEREAS , pursuant to the Housing and Community Development Act of 1974, as amended, and the Cranston - Gonzalez National Affordable Housing Act of 1992, as amended, (“Acts”), financial assistance is provided to enable localities to provide decent housing, establish and maintain suitable living environments, and expand economic opportunities for low to moderate income residents; and WHEREAS , each of the Community Planning and Development programs (Community Development Block Grant and Home Investment Partnerships) shall be operated on a single consolidated program year; and WHEREAS , the required public hearing has been held and the City Council has reviewed the proposed 2017 Annual Action Plan; and WHEREAS , it is necessary that this Council take official action regarding the 2017 Annual Action Plan to comply with the regulations of the aforementioned Acts; and WHEREAS , this Council is aware of the federal regulations governing the undertaking and carrying out of activities under the community planning and development programs; and WHEREAS , this Council recognizes its responsibility to direct that safeguards be established to protect employees from using their positions for a purpose that gives the appearance of being motivated by a desire for private gain for themselves or others, particularly those with whom they have family, business or other ties; and WHEREAS , this Council has found that the proposed 2017 Annual Action Plan is appropriate to meet the needs of the City and, therefore, is acceptable.
