Vision Principles: Innovation and Change, A <br />Robust and Prosperous Economy, Leading Maritime Community, Lifelong Learning <br />Community, Sustainable Neighborhoods, Enhanced Quality of Life, Efficient Service <br />Delivery, and Proud Military History. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager has ultimate responsibility and authority for implementation of <br />the Annual Operating Budget and the Capital Improvement Plan. The Chief Financial <br />Officer has day to day responsibility for ensuring the budget is spent as appropriated by <br />the City Council. <br /> <br /> The city will transfer one-third of the quarterly appropriation to the Schools on a <br />monthly basis. City Council will consider the second quarterly school appropriation in <br />September, 2016. <br /> <br /> The Annual Action Plan will be submitted to HUD by May 15, 2016. HUD has a <br />45-day comment period and the FY 2017 Program Year will start July 1, 2016. <br /> <br />1. Randy Bailey, 200 Maryland Avenue, spoke in opposition to this item. <br /> <br />Motion by Ms. Psimas, and seconded by Dr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />16-147 (A): <br /> <br />“ORDINANCE TO AMEND AND RE-ENACT ORDINANCE NO. 2015-22 TO IMPOSE <br />AND LEVY TAXES FOR EACH FISCAL YEAR BEGINNING JULY 1, 2016 AND <br />ENDING JUNE 30, 2017, ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, <br />PRIVATELY-OWNED PLEASURE BOATS, PRIVATELY-OWNED CAMPING <br />TRAILERS AND MOTOR HOMES, AND MACHINERY AND TOOLS WITHIN THE <br />CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAISING REVENUE <br />FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE PUBLIC FREE <br />SCHOOLS AND TO PAY PRINCIPAL AND INTEREST ON THE PUBLIC DEBT.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />1.
