<br />NOW THEREFORE, BE IT RESOLVED
<br /> by the Council of the City of Portsmouth,
<br />Virginia, that the proposed 2017 Annual Action Plan having been reviewed and
<br />considered, said Plan be and hereby is approved as final in all respects, and the City
<br />Manager is hereby authorized to file any additional information as may be required with
<br />the Department of Housing and Urban Development in order to obtain funding for the
<br />programs addressed in the Plans.
<br />
<br />BE IT FURTHER RESOLVED
<br /> that the City Manager is designated as the
<br />certifying officer and authorized representative of the City of Portsmouth and shall
<br />provide assurances as required of the locality by the Acts for the approval of the
<br />
<br />Program.”

<br /> flexibility to increase public safety if that is the recommendation of the Fire and
<br /> Police Chiefs.

<br />ordinance, and was adopted by the following vote:

<br />GOVERNMENT DURING THE FISCAL YEAR BEGINNING JULY 1, 2016.”

<br />PROGRAM AND APPROPRIATING $33,460,984 IN THE FY 2016 - 2017 CAPITAL
<br />IMPROVEMENT FUND, $2,100,000 IN THE FY 2016 - 2017 PORTSMOUTH PARKING
<br />AUTHORITY CAPITAL IMPROVEMENT FUND AND $1,000,000 IN THE FY 2016 -
<br />2017 PUBLIC UTILITIES CAPITAL IMPROVEMENT FUND.”

<br />$191,810,233 AND APPROPRIATING THE NECESSARY FUNDS BY
<br />CLASSIFICATIONS TO IMPLEMENT (1) THE GRANT FUND CATEGORY OF SAID
<br />BUDGET FOR THE ENTIRETY OF FISCAL YEAR 2016 - 2017 AND (2) THE
<br />REMAINDER OF SAID BUDGET FOR THE FIRST QUARTER OF FISCAL YEAR 2016
<br />– 2017.”
