April 12, 2016 <br /> <br />Motion by Dr. Edmonds, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A SHELTER PLUS CARE GRANT IN THE AMOUNT OF <br />$476,856 FROM THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT <br />AND APPROPRIATING SAID FUNDS IN THE FY 2015-16 GRANTS FUND FOR USE <br />BY THE DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES TO PROVIDE <br />RENTAL ASSISTANCE TO CERTAIN CHRONICALLY HOMELESS PORTSMOUTH <br />RESIDENTS.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 121 - Adoption of an ordinance accepting a Virginia litter and recycling grant <br />from the Virginia Department of Environmental Quality in the amount of $16,610 <br />and appropriating said funds in the FY 2015-16 Grants Fund to promote litter <br />prevention, recycling efforts, and stormwater and waste management programs. <br />Vision Principle: Vision Principles: Sustainable Neighborhoods and Enhanced <br />Quality of Life. <br /> <br />Background: <br /> <br /> The Stormwater and Waste Management Divisions applied for and received a <br />Virginia Litter and Recycling Grant from the Virginia Department of Environmental <br />Quality. <br /> <br /> This grant is for ongoing education and public outreach efforts in the community <br />to help keep the City of Portsmouth clean and to protect the environment. <br /> <br /> Education and public outreach is a significant component of our stormwater <br />management and waste management programs and is one of the required activities of <br />our Virginia Stormwater Management Program Permit that regulates how the City of <br />Portsmouth operates its stormwater program. <br /> <br />Discussion: <br /> <br /> A portion of this grant will be used for materials and supplies to promote ongoing <br />litter prevention and recycling efforts by the Waste Management Division. <br /> <br /> Monies from this grant will also be used to maintain existing pet waste stations <br />and to promote stormwater outreach activities relating to proper disposal of yard waste, <br />etc. <br /> <br /> This is the fifth consecutive year that the City of Portsmouth has received funds <br />from this grant. <br /> <br />Financial Impact: <br /> <br /> There is no requirement for matching funds. There is no financial impact to the <br />City of Portsmouth. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
