Vision Principle: Efficient Service Delivery. <br /> <br />Next Steps Following Council Action: <br /> <br /> The General Registrar will notify voters of the name change in a timely manner <br />and will advertise the name change in the local newspaper. <br /> <br />Motion by Ms. Psimas, and seconded by Dr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO AMEND SECTION 10-113 OF CHAPTER 10 OF THE CODE OF <br />THE CITY OF PORTSMOUTH, VIRGINIA (2006) TO CHANGE THE NAME OF THE <br />VOTING LOCATION FOR PRECINCT NUMBER 30.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 120 - Adoption of an ordinance accepting a Shelter Plus Care Grant in the <br />amount of $476,856 from the Department of Housing and Urban Development and <br />appropriating said funds in the FY 2015-16 Grants Fund for use by the <br />Department of Behavioral Healthcare Services to provide rental assistance to <br />certain chronically homeless Portsmouth residents. <br />Vision Principles: <br />Sustainable Neighborhoods and Enhanced Quality of Life. <br /> <br />Background: <br /> <br /> The Department of Housing and Urban Development awards the Shelter Plus <br />Care grant to the City of Portsmouth, a member of the Portsmouth Continuum of Care. <br />Behavioral Healthcare Services, as a lead agency, provides behavioral health and <br />supportive services to chronically homeless individuals and families who have severe <br />mental illness, chronic substance use disorders, intellectual disabilities, developmental <br />disabilities and/or HIV/AIDS and are in need of supportive housing. <br /> . <br /> <br />Discussion: <br /> <br /> As an integral component of the Portsmouth Continuum of Care Housing Plan, <br />the Shelter Plus Care Program has provided an opportunity for affordable, permanent <br />and safe supportive housing choices to over 131 homeless citizens since 1994. There <br />are currently 54 adults and 13 children in the Shelter Plus Care Program. <br /> <br /> The Shelter Plus Care and Supportive Housing Programs provide housing, case <br />management, supportive groups and financial management; while, encouraging <br />stability, employment and independence for individuals and families living with <br />HIV/AIDS and/or mental health, intellectual disabilities and substance abuse disorders. <br /> <br /> This program has contributed favorably and proved to be a positive influence in <br />the effort to improve neighborhood quality, economic development and fiscal strength of <br />the city. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant requires local in-kind match of $119,214.00. The in-kind match is <br />provided through a variety of services found at the City of Portsmouth, Department of <br />Behavioral Healthcare Services, Social Services, Parks and Recreational Services and <br />through private behavioral and medical service providers. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principles: Sustainable Neighborhoods and <br />Enhanced Quality of Life. <br /> <br />Next Steps Following Council Action: <br /> <br /> If the requested appropriation is approved, the Director of BHS will ensure the <br />Shelter Plus Care Program will continue to provide housing services to homeless <br />consumers they serve. <br /> <br /> <br /> <br />
