April 12, 2016 <br /> <br />16 - 118 - Adoption of an ordinance accepting a Marketing Leverage Program <br />grant in the amount of $8,500 from the Virginia Tourism Corporation and <br />appropriating said amount in the FY 2015-16 Grants Fund for use by the <br />Department of Marketing, Communications and Tourism to conduct a tourism <br />marketing campaign. <br />Vision Principles: Innovation and Change, Sustainable <br /> <br />Neighborhoods, and Efficient Service Delivery. <br /> <br />Background: <br /> <br /> The City applied for and received a grant from the Virginia Tourism Corporation <br />to conduct a tourism marketing campaign called “Shop, Dine and Experience Historic <br />Olde Towne Portsmouth.” The campaign consisted of television ads, print ads, <br />expansion of a website and production of an Olde Towne Shopping & Dining passport. <br /> <br />Discussion: <br /> <br /> The $8,500 grant provided one-third of the cost of the $25,500 campaign. The <br />City is required to pay the full cost of the campaign and the Virginia Tourism <br />Corporation reimburses for its one-third share. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount is $8,500 for FY 2016. <br /> <br /> The grant requires a minimum of a $2:$1 match by the City. <br /> <br /> A report on the campaign’s spending has been submitted to the Virginia Tourism <br />Corporation and the $8,500 in grant funds has been issued. <br /> <br />Staff Recommends: <br /> <br /> Adoption of an Ordinance to appropriate the $8,500 from the FY 2016 Virginia <br />Tourism Corporation Marketing Leverage Program Grant. Vision Principles: Innovation <br /> <br />and Change, Sustainable Neighborhoods, and Efficient Service Delivery. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Director of Marketing, Communications & Tourism or his designee will <br />provide grant management and oversight. <br /> <br />Motion by Ms. Psimas, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A MARKETING LEVERAGE PROGRAM GRANT IN THE <br />AMOUNT OF $8,500 FROM THE VIRGINIA TOURISM CORPORATION AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2015-16 GRANTS FUND FOR USE BY <br />THE DEPARTMENT OF MARKETING, COMMUNICATIONS AND TOURISM TO <br />CONDUCT A TOURISM MARKETING CAMPAIGN.” <br /> <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 119 - Adoption of an ordinance to amend Section 10-113 of Chapter 10 of the <br />Code of the City of Portsmouth, Virginia (2006) to change the name of the voting <br />location for Precinct Number 30. . <br />Vision Principle: Efficient Service Delivery <br /> <br />Background: <br /> <br /> The listed name for the voting location for Precinct No. 30, Bethany Baptist <br /> <br />Church, needs to be changed to The Rescue Church at the request of the pastor. <br /> <br />Discussion: <br /> <br /> City Registrar Deloris Overton Short has requested that the City Code be <br /> <br />amended to reflect the new name of the voting location for Precinct No. 30. <br /> <br /> The proposed ordinance will update the City Code regarding the voting location <br /> <br />for Precinct No. 30. <br /> <br /> The Portsmouth Electoral Board recommends changing the name of the voting <br /> <br />place for Precinct No. 30 due to the request of the pastor. <br /> <br /> <br /> Precinct No. 30 currently has 1,538 registered voters. <br /> <br /> <br /> <br /> <br /> <br />
