183 <br /> <br />February 10, 1987 <br /> <br /> "Thomas A. Edwards has made application to vacate a portion of <br />12' alley on the west side of Douglas Avenue in connection with a <br />group housing project for the adjacent vacant property. I recommem <br />approval of the resolution appointing viewers for further considera <br />tion of this application. <br /> <br /> Emory Hall, 102 Mt. Vernon Avenue, representing Port Norfolk <br />Civic League, requested that the viewers appointed so come before <br />the Port Norfolk Civic League. <br /> <br /> Mr. Hall was informed that he would have an opportunity to <br />aome before the Planning Commission and City Council. <br /> <br /> Mr. Hanbury informed the speaker that Mr. Freeman, City Planner <br />zould meet with the Civic League. <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Simpson, th'~ follow <br />ing resolution was adopted, and by the followmng vote: <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING A PORTION OF AN <br />ALLEY ON THE WEST SIDE OFDOU~AS~ ~ AVENUE. <br /> <br /> WHEREAS, Thomas A. Edwards has made application to vacate, <br />close and discontinue the hereinafter-described portion of a certair <br />12' alley on the western side of Douglas Avenue, and it aopearin~ <br />that Notice of Application and Request for the Appointment Of Viewe~ <br />has been duly advertised as required by law. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the Cimy of <br />Portsmouth, Virginia, that Richard D. Ottavio~,, Charles R. H~dgins, <br /> Reed, Harrison Miller and Moses Gibson ~e appointed v~ewers <br />and that Emmerson Smith and James Moss be appointed alternat~ <br />in the event one of the preceding viewers fails to participate, <br />said viewers to view the hereinafter-described portion of <br />and to report to this ~ouncil ~n writing whether in their op~ <br />any, and if any what, ~nconven~ence would result in vacating and <br />zlosing the following: <br /> <br />12' Alley West Side of Douglas Avenue <br /> <br /> Beginning a~ a point of the southwest corner of <br />Lot ~189, Plat of Port Norfolk, as shown on that certain <br />plat recorded in the Clerk's Office of the Circuit CourF <br />of the Ci~? of Chesapeake, Virginia, in Map Book 4, pale <br />70-71, which said lot joins a certain 12' alley extend~ <br />ing from Douglas Avenue, and from that point of begin- <br />ning, easterly along the northern side of said alley, <br />at the rear iot lines of Lots ~189 and #188, a distance <br />of 80 feet to the southeast corner of Lot 1188 where <br />it joins said alley; thence in a southerly direction on <br />the same course as that lot line dividing Lot ~188 from <br />Lot ~187, a distance of 12 feet to a point on the south <br />side of said alley; thence westerly along the south <br />side of said alley a distance of 80 feet so a point; <br />thence in a northerly direction on the same course as <br />that lot line dividing Lot ~189 from Lot ~190, a dis- <br />~ance of 12 feet to the point of beginning." <br /> <br />Ayes: <br />Nays: <br /> <br />Corprew, Gray, Lucas, Simpson, Webb, Holley, <br />None <br /> <br /> 87-50 Letter from the City Manager recommending adoption of <br />resolution to appoint viewers for closing a portion of Wi~oox <br /> <br /> <br />
