179 February 10, 1987 Rev. Jim Hundley, 1023 Naval Avenue, President of Park View Civic League, spoke in opposition to the street closure and indi- cated willingness to meet with the developer. Virl S. Stokely, 1025 Leckie Street, stated that she would wait to speak a~ a later date. Motion of Mrs. Webb and seconded by Mrs. Lucas, that the matte to be deferred to the meeting of March 10, 1987 and was adopted unanimous vote. ' 87-30 of Peninsula ~as taken up Ordinance to close a portion of a ten foot alley east Avenue, deferred from the meeting of January 27, 1987 and read. Motion of Mrs. Webb and seconded by Mr. Simpson, to adopt the )rdinance. The City Manager recommeaded deferral on the ordinance. Mrs. Webb agreed to withdraw the motion, with approval of ir. Simpson. Motion of Mrs. Lucas and seconded by Mrs. Webb, that the matte~ be deferred to the meeting of March 10, 1987, and was adopted by unanimous vote. 87-31 Ordinance to amend Article VII of Chapter 35 of the City Code by adding Section 35-116.1 pertaining to Utility Services tax, deferred from the meeting of January 27, 1987, was taken up read. Motion of Mr. Gray and seconded by Mrs. Lucas, that the matter oe tabled, and was adopted by unanimous vote. REPORTS FROM THE CITY MANAGER 87-45 Letter from the City Manager recommending adoption of a resolution ~o authorize the City Manager to convey City-owned property in the PortCentre development area ~o PRHA, repealing reso- [ution 1986-37. "On March 25, 1986, City Council adopted a resolution authoriz lng conveyance of a portion of the City-owned property in the Port- ]entre development area to the Industrial Development Authority. Phis property comprised what will be the commercial area of the Por 3entre project. Since this resolution was adopted, surveying and ~ngineering work and additional title e×am~nations have indicated ~hat legal proceedings may be required to establish property lines :or some parcels due to inadequate descriptions ~n previous deeds. Portsmouth Redevelopment and Housing Authority has the necessary statutory authority ~n mrs enabling legislation to complete thes~ legal proceedings promptly. Therefore, it is recommended that City Council repeal the pre- vious resolution and adopt a new resolution authorizing conveyance of all the property interest of the City to Portsmouth Redevelopment ~nd Housing Authority." On motion of Mrs. Lucas and seconded by Mr. Simpson, the loll. lng resolution was adopted, and by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY IN THE PORTCENTRE DEVELOPMENT AREA TO PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY; REPEALING RESOLUTION 1986-37.
