March 22, 2016 <br /> <br />16 - 92 - Adoption of an ordinance to transfer $305,907 from the Instruction <br />Classification of the overall and third quarter FY 2015-16 Portsmouth Public <br />Schools General Fund Operating Budget to the Administration, Attendance, and <br />Health Classification of the overall and third quarter FY 2015-16 Portsmouth <br />Public Schools General Fund Operating Budget. <br />Vision Principle: Efficient <br />. <br />Service Delivery <br /> <br />Background: <br /> <br /> The School Board passed a resolution on February 11, 2016 to request the City <br />Council approve the realignment of funds to fund additional physical and occupational <br />therapy. <br /> <br />Discussion: <br /> <br /> The Office of Special Education provides occupational and physical therapy to <br />disabled children and the school system has identified the need for increased funding to <br />provide these services as determined by their Individual Education Plan (IEP). <br /> <br />Financial Impact: <br /> <br /> No financial impact to the City’s budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principle: Efficient Service Delivery. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department and the Schools will complete the necessary budget <br />adjustments. <br /> <br />Motion by Ms. Psimas, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO TRANSFER $305,907 FROM THE INSTRUCTION <br />CLASSIFICATION OF THE OVERALL AND THIRD QUARTER FY 2015-16 <br />PORTSMOUTH PUBLIC SCHOOLS GENERAL FUND OPERATING BUDGET TO <br />THE ADMINISTRATION, ATTENDANCE, AND HEALTH CLASSIFICATION OF THE <br />OVERALL AND THIRD QUARTER FY 2015-16 PORTSMOUTH PUBLIC SCHOOLS <br />GENERAL FUND OPERATING BUDGET.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 93 - Adoption of an ordinance to appropriate the sum of $194,500 in the <br />Instruction Classification of the overall and third quarter FY 2015-16 Grant Fund <br />Budget for the Portsmouth Public Schools. <br />Vision Principles: Enhanced Quality <br />of Life and Lifelong Learning Community. <br /> <br />Background: <br /> <br /> §22.1-91 of the Code of Virginia 1950 states, “No school board shall expend or <br />contract to expend, in any fiscal year, any sum of money in excess of the funds <br />available for school purposes for that fiscal year without consent of the governing body <br />or bodies appropriating funds to the school board.” For FY2016, the City appropriated <br />the Grant Fund to the School Board on a quarterly and categorical basis. <br /> <br />Discussion: <br /> <br /> The School Board has been selected as one of the thirty-two locations for the <br />Virginia Cyber Camp 2016 Program to increase awareness of careers in cybersecurity <br />and to inform students about the vast opportunities in the workplace.
