March 22, 2016 16 - 92 - Adoption of an ordinance to transfer $305,907 from the Instruction Classification of the overall and third quarter FY 2015-16 Portsmouth Public Schools General Fund Operating Budget to the Administration, Attendance, and Health Classification of the overall and third quarter FY 2015-16 Portsmouth Public Schools General Fund Operating Budget. Vision Principle: Efficient . Service Delivery Background:  The School Board passed a resolution on February 11, 2016 to request the City Council approve the realignment of funds to fund additional physical and occupational therapy. Discussion:  The Office of Special Education provides occupational and physical therapy to disabled children and the school system has identified the need for increased funding to provide these services as determined by their Individual Education Plan (IEP). Financial Impact:  No financial impact to the City’s budget. Recommended Action:  Adoption of the ordinance. Vision Principle: Efficient Service Delivery. Next Steps Following Council Action:  The Finance Department and the Schools will complete the necessary budget adjustments. Motion by Ms. Psimas, and seconded by Dr. Whitaker, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO TRANSFER $305,907 FROM THE INSTRUCTION CLASSIFICATION OF THE OVERALL AND THIRD QUARTER FY 2015-16 PORTSMOUTH PUBLIC SCHOOLS GENERAL FUND OPERATING BUDGET TO THE ADMINISTRATION, ATTENDANCE, AND HEALTH CLASSIFICATION OF THE OVERALL AND THIRD QUARTER FY 2015-16 PORTSMOUTH PUBLIC SCHOOLS GENERAL FUND OPERATING BUDGET.” Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright Nays: None 16 - 93 - Adoption of an ordinance to appropriate the sum of $194,500 in the Instruction Classification of the overall and third quarter FY 2015-16 Grant Fund Budget for the Portsmouth Public Schools. Vision Principles: Enhanced Quality of Life and Lifelong Learning Community. Background:  §22.1-91 of the Code of Virginia 1950 states, “No school board shall expend or contract to expend, in any fiscal year, any sum of money in excess of the funds available for school purposes for that fiscal year without consent of the governing body or bodies appropriating funds to the school board.” For FY2016, the City appropriated the Grant Fund to the School Board on a quarterly and categorical basis. Discussion:  The School Board has been selected as one of the thirty-two locations for the Virginia Cyber Camp 2016 Program to increase awareness of careers in cybersecurity and to inform students about the vast opportunities in the workplace. State funding for the above implementation of each camp is $62,500.
