February 23, 2016 <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Wright <br />Nays: Whitaker <br /> <br />- City Manager’s Report - <br /> <br />16 - 59 - Adoption of an ordinance accepting a Time Equipment and Training <br />Grant in the amount of $7,780 from the Virginia Department of Criminal Justice <br />Services and appropriating said funds in the FY 2015-16 Grants Fund to provide <br />funding for procedural justice training for the Portsmouth Police Department. <br />Vision Principles: Change and New Directions, Neighborhoods and Sense of <br /> <br />Community, and Efficient, Responsive Government. <br /> <br />Background: <br /> <br /> In accordance with Governor McAuliffe’s directive on 21st Century Policing, <br />building strong relationships within communities is an essential part of the important <br />work our law enforcement agencies do and it is critical that officers get the training and <br />tools they need to build trust and cooperation while enforcing the law effectively and <br />fairly. <br /> <br /> Procedural justice is the fulcrum on which police legitimacy balances. As such, <br />this training will provide the Portsmouth Police Department tools and knowledge to <br />effectively build strong relationships to improve the quality and outcome of interactions <br />between police and citizens. <br /> <br />Discussion: <br /> <br /> The Portsmouth Police Department (PPD) has been awarded grant funding in the <br /> <br />amount of $7,780from the Department of Criminal Justice Services (DCJS) to provide <br />funds to train the law enforcement personnel in procedural justice system. This grant <br />requires a 5% cash match of $409 for a total amount of $8,189. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount is $7,780 of FY 15 funds for the PPD. <br /> <br /> The City has to provide 5% ($409) cash match. <br /> <br />Staff Recommends: <br /> <br /> Adoption of an Ordinance to appropriate the $7,780 from the FY 15 DCJS One <br />time Equipment and Training grant.
