February 23, 2016 <br /> <br />WHEREAS, <br /> when the City of Portsmouth acquired the Library Parcel in 2004 it <br />simultaneously acquired ingress/egress rights across a certain designated area of the <br />YMCA Parcel, which rights were for use during development of the library site and were <br />created through (1) a temporary easement labeled as “Easement Z- Temporary Private <br />Variable Width Ingress/Egress Easement” on a plat recorded in Map Book 19 at Pages <br />207-208 in the Portsmouth Circuit Court Clerk’s Office (the “Temporary Easement”) and <br />(2) a pre-existing easement recorded in Deed Book 1008 at Page 1223 and shown in <br />Map Book 14 at Page 113 (the “Prior Easement”); and <br /> <br />WHEREAS, <br /> construction of the library facility on the Library Property and <br />expansion of the YMCA facility on the YMCA Property changed the configuration of the <br />sites and rendered the Temporary Easement and the Prior Easement obsolete; and <br /> <br />WHEREAS, <br /> the obsolete easements have been replaced by certain permanent <br />easements for ingress/egress and parking over the reconfigured sites, which said <br />permanent easements are shown on the plat recorded at Map Book 19 at Pages 207- <br />208, satisfy all access and parking requirements, and are not modified by this <br />Resolution; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that the City Manager be, and she hereby is, authorized to execute a deed <br /> <br />vacating, releasing and quitclaiming the Temporary Easement and the Prior Easement.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- New Business - <br /> <br />16 - 63 - Boards and Commissions <br /> <br />Dr. Edmonds offered the following nominations: <br /> <br />Community Criminal Justice Board: <br /> <br />Tonya Chapman to be appointed to a term ending June 30, 2018, replacing Dennis <br />Mook. <br /> <br />Community Policy & Management Team <br /> <br />Peggy Bragg to be reappointed to a term ending June 30, 2018. <br /> <br />Pamela Little-Hill to be appointed, replacing Jacqueline Scott. <br /> <br />Downtown Design Committee <br /> <br />Tracey Jackson to be reappointed to a term ending January 31, 2019. <br /> <br />Portsmouth Redevelopment & Housing Authority <br /> <br />Trulinda Britt to be appointed to a term ending August 31, 2016, replacing Charlene <br />Cofield. <br /> <br />Teresa Gunn to be appointed to a term ending August 31, 2019, replacing Lopez Scott. <br /> <br />Tidewater Youth Services <br /> <br />Pamela Little-Hill to be appointed to a term ending June 30, 2019, replacing Jacquelyn <br />Scott. <br /> <br />Motion by Dr. Edmonds, and seconded by Mr. Cherry to close nominations and <br />the above nominations were adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br />
