February 23, 2016 <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 64 - Items Submitted by Council Members <br /> <br />A resolution adopting the City Council’s Newly Revised Vision Principles <br />for the future of the City of Portsmouth. <br /> <br />Motion by Ms. Psimas, and seconded by Dr. Edmonds, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION ADOPTING THE NEWLY REVISED VISION PRINCIPLES FOR THE <br />YEAR 2030. <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Portsmouth, Virginia, that the <br />attached Portsmouth City Council Vision Principles for the Year 2030 be, and it hereby <br />is, adopted.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br /> <br />Dr. Whitaker asked for and received consensus to have City Manager Patton come <br /> <br />back to City Council with an update on the following: <br /> <br /> Outstanding PRHA vouchers for Section 8. <br /> <br /> Modified Lincoln Park development contract pertaining to minority enterprise <br />language. <br /> <br /> <br />Dr. Whitaker asked for but did not receive consensus from City Council to have City <br /> <br />Manager Patton come back with an update on the advanced pay figures. He also <br />wanted it noted that discussion of the advanced pay figures should have been part <br />of the Public Work Session. <br /> <br /> Vice Mayor Psimas spoke on the following community engagement forums: <br /> <br /> <br /> Update on Black History Month events. <br /> <br /> Mini farmers market to begin on Saturdays at 10 a.m. at High and Court Streets. <br /> <br /> Community forum for Kinship Care, Thursday, February 25 at the Children’s <br />Museum, from 9:00 a.m. - noon. <br /> <br /> Mayor Wright informed citizens and City Council that Girl Scout cookies will be <br /> <br />available for purchase around the City. <br /> <br /> Mayor Wright asked City Manager Patton to provide an update to citizens on the <br /> <br />following items that were discussed in the Public Work Session: <br /> <br /> Post 65 HRA program. <br /> <br /> Recreational fees for adult classes. <br /> City Manager Patton informed citizens that recommendations would be <br />o <br />brought back to City Council concerning the Post 65 HRA program <br /> City Manager Patton informed citizens that a Code amendment change <br />o <br />regarding recreational fees would be brought back on the March 8, 2016 <br />Agenda for consideration by City Council. <br /> <br />16 - 65 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />16 - 66 - Non-Agenda Speakers <br /> <br />1. Robert Turner, 4313 Templar Drive, asked that City Council continue the Post 65 <br />HRA program. <br /> <br />2. Barry Randall, 500 Oak Street, voiced his concern with what he believes is City <br />Council’s lack of concern for all residents of Portsmouth. <br /> <br /> <br /> <br /> <br />
