February 23, 2016 2. That pursuant to Section 36-19 of the Code of Virginia, City Council hereby authorizes, ratifies and approves the creation by Portsmouth Redevelopment and Housing Authority (on its own behalf and/or with other entities) of such legal entities as the Authority deems necessary or desirable to leverage financing vehicles, including but not limited to tax credits, in furtherance of the redevelopment of Lincoln Park and/or the rehabilitation of Dale Homes. Said approval shall not be construed to waive any City permits, approvals, or requirements which are otherwise applicable.” Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright Nays: None 16 - 62 - Adoption of a resolution authorizing the City Manager to execute a Deed of Quitclaim to vacate and release two obsolete ingress and egress easements over the Churchland YMCA property (Tax Parcel 0758-0011). Vision Principle: . Efficient, Responsive Government Background:  In 2004, the City acquired the property at 4934 High Street West for the construction of a new Churchland library. At the time of the City’s acquisition, the library property benefited from an ingress/egress easement across the adjacent property owned by the Churchland YMCA.  In 2005 the YMCA also granted the City a temporary construction easement in the same general area to facilitate the construction of the new library.  With the construction of the new library and the expansion of the YMCA now complete, the access drives and layouts of the properties have been reconfigured and the easements are now obsolete and of no use to the City. Discussion:  The YMCA has requested that the City provide a Deed of Quitclaim terminating the easements.  The Departments of Engineering and General Services have confirmed that the easements are no longer of any use to the City and have no objection to termination. Financial impact:  None. Recommended Action:  Adoption of the resolution. Vision Principle: Efficient, Responsive Government. Next Steps Following Council Action:  City staff will review the necessary instrument to release the easements. Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED OF QUITCLAIM TO VACATE AND RELEASE TWO OBSOLETE INGRESS AND EGRESS EASEMENTS OVER THE CHURCHLAND YMCA PROPERTY (TAX PARCEL 0758-0011). WHEREAS, the Churchland Library is situated at 4934 High Street West (Tax Parcel 0758-0010) (the “Library Parcel”); and WHEREAS, the Churchland YMCA is situated on adjacent property at 4900 High Street West (Tax Parcel 0758-0011) (the “YMCA Parcel”); and
