That pursuant to Section 36-19 of the Code of Virginia, City Council <br />hereby authorizes, ratifies and approves the creation by Portsmouth Redevelopment <br />and Housing Authority (on its own behalf and/or with other entities) of such legal entities <br />as the Authority deems necessary or desirable to leverage financing vehicles, including <br />but not limited to tax credits, in furtherance of the redevelopment of Lincoln Park and/or <br />the rehabilitation of Dale Homes. Said approval shall not be construed to waive any <br /> <br />City permits, approvals, or requirements which are otherwise applicable.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 62 - Adoption of a resolution authorizing the City Manager to execute a Deed <br />of Quitclaim to vacate and release two obsolete ingress and egress easements <br />over the Churchland YMCA property (Tax Parcel 0758-0011). <br />Vision Principle: <br />. <br />Efficient, Responsive Government <br /> <br />Background: <br /> <br /> In 2004, the City acquired the property at 4934 High Street West for the <br />construction of a new Churchland library. At the time of the City’s acquisition, the library <br />property benefited from an ingress/egress easement across the adjacent property <br />owned by the Churchland YMCA. <br /> <br /> In 2005 the YMCA also granted the City a temporary construction easement in <br />the same general area to facilitate the construction of the new library. <br /> <br /> With the construction of the new library and the expansion of the YMCA now <br />complete, the access drives and layouts of the properties have been reconfigured and <br />the easements are now obsolete and of no use to the City. <br /> <br />Discussion: <br /> <br /> <br /> The YMCA has requested that the City provide a Deed of Quitclaim terminating <br />the easements. <br /> <br /> The Departments of Engineering and General Services have confirmed that the <br /> <br />easements are no longer of any use to the City and have no objection to termination. <br /> <br />Financial impact: <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution.
