Romine, on behalf of 7-Eleven, <br />to obtain a use permit to enlarge the canopy and replace the fuel <br />pumps at the 7-Eleven convenience store located at 1200 High <br />Street. The property is located in the Uptown D2 Form Based <br />Code (FBC) Zoning District and is designated on the regulating <br />plan as Storefront Frontage and General Urban Frontage. This <br />property is designated on the Comprehensive Plan, Future Land <br />Use Plan Map as within a Mixed Use Corridor. Ray King, 999 Waterside Drive, Norfolk, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to concur with the <br />recommendation of the Planning Commission that UP-16-02 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />16 40 - Adoption of an ordinance to appropriate the sum of $137,363 in the <br />Instruction Classification of the overall and Third Quarter FY 2015-16 Grant Fund <br />budget for the Portsmouth Public Schools. <br />Vision Principles: Quality of Life and <br />. <br />Lifelong Learning Community <br /> <br />Background: <br /> <br /> §22.1-91 of the Code of Virginia 1950 states, “No school board shall expend or <br />contract to expend, in any fiscal year, any sum of money in excess of the funds <br />available for school purposes for that fiscal year without consent of the governing body <br />or bodies appropriating funds to the school board.” For FY2015-2016, the City <br />appropriated the Grant Fund to the School Board on a quarterly and categorical basis. <br /> <br />Discussion: <br /> <br /> The School Board submitted a grant application for the 2015 Mathematics and <br />Science Partnership Competitive Mini-Grant Program, “Sail: Scientific Argumentation <br />and Inquiry for Learning.” This grant will be used toincrease content knowledge and <br /> <br />sharpen classroom skills of teachers in science and mathematics. The School Board’s <br />application was approved for funding in the amount of $28,527. <br /> <br /> Virginia Department of Education (VDOE) Adult Basic Education (ABE) <br />Programs consist of instruction that provides basic skills for adults who are performing <br />below the ninth grade level in reading, writing, mathematics, and other basic skills. <br />VDOE’s Office of Adult Education makes funds available for grants to support adult <br />basic education and literacy workforce development activities. At the end of last year, <br />Adult Education and Family Literacy Act funds remained unused by Virginia sub- <br />awardees that did not encumber the funds during FY 2014-15. VDOE’s Office of Adult <br />Education and Literacy (OAEL) redistributed those funds to approved providers in <br />FY2015-16. The School Board received a supplemental award notice of additional <br />FY2014-15 AEFLA funds for FY2015-16 in the amount of $11,026. <br /> <br /> The School Board received notification from VDOE advising of a grant award, in <br />the amount of $15,000, from the Virginia Middle School Teacher Corps grant to be used <br />for salary differential, for the 2015-16 school year, for three middle school teachers <br />($5,000 each). <br /> <br /> VDOE’s Superintendent’s Memo #302-15 advised that revisions were made to <br />the 2014-15 Title I, Part A, and Title I, Part D, Subpart 2 Allocations Under the <br />Elementary and Secondary Education Act of 1965, and thus, the School Board received <br />additional funds in FY2015-16 in the amount of $34,883. <br /> <br /> The School Board received notification from VDOE advising of a grant award, in <br />the amount of $11,974.79, from the 2015-16 Mentor Teachers Programs grant. This <br />award shall be used to enhance the mentor teachers programs. <br /> <br /> <br /> <br /> <br /> <br /> <br />
