<br />At a Regular Meeting of the City Council on Tuesday, February 9, 2016, there
<br />were present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige
<br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, City
<br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br />Councilman Curtis E. Edmonds, Sr. opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Ms. Psimas, and seconded by Mr. Moody, to approve the minutes of a
<br />Called Meeting of January 26, 2016, and of a Regular Meeting of January 26, 2016, and
<br />was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright
<br />Nays: None

<br />- Public Hearing -
<br />
<br />16 - 08 - Public hearing on use permit and code amendment applications:
<br />
<br />(a) Z-15-08 SEABOARD SQUARE - Request of Joseph H. Bushey with VHB, on
<br />behalf of Portsmouth Redevelopment and Housing Authority to rezone
<br />approximately 9.55 acres from Urban Residential-High (UR-H) and
<br />Neighborhood Mixed Use (NMU) with conditions to General Mixed Use
<br />with Conditions (GMU-K) to construct a retail center with freestanding
<br />restaurants at 1817 Frederick Boulevard. The Comprehensive Plan’s
<br />Generalized Future Land Use Map denotes that the property is located a
<br />mixed use corridor. Vision Principle: A Robust Economy for Working Men
<br />and Women.

<br />There were no speakers.

<br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to concur with the
<br />recommendation of the Planning Commission that Z-15-08, and was adopted by the
<br />following vote:

<br />Nays: None
<br />
<br /> (b) UP-16-01 LINCOLN PARK - Request of Scott Chewing, on behalf of the
<br />Portsmouth Redevelopment and Housing Authority (PRHA), to
<br />obtain a use permit to construct 240 multi-family apartments in
<br />three phases on approximately 15 acres. This project will replace
<br />the existing 170 apartments currently in the Lincoln Park
<br />community. The property is zoned Urban Residential-High (UR-H)
<br />and is designated on the Comprehensive Plan, Future Land Use
<br />Map for Multi-family Residential Development. The existing density
<br />is 11.3 units per acre while the proposed redevelopment of the site
<br />will be at a density of 16 units to the acre. The property is located
<br />at 1 Lexington Drive. Vision Principle: A Robust Economy for
<br />Working Men and Women.

<br />1. Purvis Richardson, 2607 Evergreen Place, spoke in opposition to this item.
<br />
<br />Motion by Mr. Moody, and seconded by Mr. Meeks, to concur with the
<br />recommendation of the Planning Commission that UP-16-01 be approved on first
<br />reading, and was adopted by the following vote:

<br />Nays: Whitaker
