December 8, 2015 <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department and the Schools will complete the necessary budget <br /> <br />adjustments. <br /> <br />Motion by Dr. Whitaker, and seconded by Dr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROPRIATING $42,179,179 BY CLASSIFICATION TO <br />IMPLEMENT THE OPERATING BUDGET FOR THE PORTSMOUTH PUBLIC <br />SCHOOLS FOR THE THIRD QUARTER OF FISCAL YEAR 2015-2016.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 432 - Adoption of an ordinance to amend Section 25-92 of Chapter 25 and <br />Appendix A of the Code of the City of Portsmouth, Virginia (2006) to establish <br />fees for individual use of recreational facilities and participation in adult class <br />programs. . <br />Vision Principle: Efficient, Responsive Government <br /> <br />Background: <br /> <br /> The Department of Parks, Recreation and Leisure Services (PRLS) has <br />expanded recreation programming to include two additional recreation centers, one <br />additional outdoor pool, and one additional Summer RAYS program site. <br /> <br /> The costs associated with these increased operations exceed the current PRLS <br />budget appropriation. <br /> <br /> Increased costs include part-time staffing, contractual services, repairs, <br />renovations, and equipment and supplies. <br /> <br />Discussion: <br /> <br /> Request to begin charging adults, youth and seniors a yearly membership fee for <br />the issuance of a recreation center membership card. <br /> Adult charge of $20 per year. <br />o <br /> Youth charge of $10 per year. <br />o <br /> Senior charge of $5 per year (Senior is defined as 65 and older). <br />o <br /> <br /> Request to begin charging for adult classes: Fees range from $20 to $50 for an <br />eight week session depending on the class and the amount of times per week it meets. <br />Class cost breakdown not to exceed $4 per individual class meeting. (Ex: $30 charge <br />for an eight week Zumba class that meets once per week = $3.75 per class meeting). <br /> <br />Financial Impact <br /> <br /> Adoption of the ordinance will allow the Parks, Recreation & Leisure Services <br />Department the ability to offset costs associated with the increase in operations. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
