December 8, 2015 <br /> <br />15 - 433 - Adoption of an ordinance to appropriate $175,000 in the FY 2015-16 <br />General Fund from recreational facility and adult class fees for use by the <br />Department of Parks, Recreation and Leisure Services for program <br />administration. . <br />Vision Principle: Efficient, Responsive Government <br /> <br />Background: <br /> <br /> The Parks, Recreation and Leisure Services Department (PRLS) will begin <br />charging for recreation center memberships and adult classes beginning January 1, <br />2016. <br /> <br /> We anticipate $175,000 in revenue from these fees for the fiscal year. <br /> <br />Discussion: <br /> <br /> Membership fees will be charged as a yearly fee: $20 for adults, $10 for youth, <br />$5 for seniors (65 and over). <br /> <br /> Class fees will be charged depending on the type of class and the amount of <br />times it meets each week. <br /> <br /> Classes will be offered as eight week sessions. <br /> <br /> Class fees will not exceed $4 per individual class meeting. <br /> <br />Financial Impact: <br /> <br /> <br /> Revenue will counterbalance the cost of staffing additional recreation centers and <br />instructor salaries. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance.Vision Principle: Efficient, Responsive Government. <br /> <br />Next Steps Following Council Action: <br /> <br /> Funds will be distributed into the PRLS account. <br /> <br /> PRLS and Finance will constantly monitor revenue to ensure budget accuracy. <br /> <br />1. Box 50141, spoke in opposition to this item. <br /> <br />Motion by Mr. Meeks, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO APPROPRIAE $175,000 IN THE FY 2015-16 GENERAL FUND <br />T <br />FROM RECREATIONAL FACILITY AND ADULT CLASS FEES FOR USE BY THE <br />DEPARTMENT OF PARKS, RECREATION AND LEISURE SERVICES FOR <br />PROGRAM ADMINISTRATION.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 434 - Adoption of a resolution accepting the conveyance of title to 311 <br />County Street from the Economic Development Authority of the City of <br />Portsmouth, Virginia to the City of Portsmouth and authorizing the City Manager <br />to execute documents to effectuate the conveyance. <br />Vision Principle: Efficient, <br />. <br />Responsive Government <br /> <br />Background: <br /> <br /> The Portsmouth Police Department (PPD) has maintained offices in 311 County <br />Street since 1995. <br /> <br /> In 2013, then-owner Smithfield Foods placed 311 County on the market in <br />anticipation of the sale of the company’s assets. <br /> <br /> With the approval of City Council, EDA acquired the property to ensure control <br />over its future. <br /> <br /> The City now intends to maintain PPD offices in 311 County for a longer period <br />than originally anticipated and also intends to move certain Department of Fire, Rescue <br />and Emergency Services offices to the building. <br /> <br /> Consistent with Council’s desire to house all City offices in City-owned buildings, <br />the City has requested EDA to transfer ownership of 311 County. <br /> <br /> The EDA Board has adopted a resolution authorizing the conveyance. <br /> <br /> <br /> <br /> <br />
