<br />“ORDINANCE TO AMEND CHAPTER 40.1 OF THE CODE OF THE CITY OF
<br />PORTSMOUTH, VIRGINIA (2006) PERTAINING TO ZONING AND SPECIFICALLY
<br />THE REQUIREMENT TO OBTAIN A USE PERMIT FOR THE DEVELOPMENT OF
<br />MULTIFAMILY HOUSING, INCLUDING THROUGH THE AMENDMENT OF
<br />SECTIONS 40.1-4.3, 8.3, AND 9.6, TABLES 40.1-4.1(A) AND 40.1-9.2.1, AND
<br />SECTIONS 204 AND 802 OF APPENDIX B, AS WELL AS TECHNICAL

<br />15 - 431 - Adoption of an ordinance appropriating $42,179,179 by classification to
<br />implement the operating budget for the Portsmouth Public Schools for the Third
<br />Quarter of Fiscal Year 2015-2016.

<br />Background:
<br />
<br /> On May 12, 2015, City Council approved the FY2016 School Board Operating
<br />Budget of $168,716,716, and adopted the first quarterly budget appropriation of
<br />
<br />$42,179,179.
<br />
<br /> Funding for the third quarter of the school Budget, from January 1, 2016- March
<br />
<br />31, 2016, must now be appropriated.
<br />
<br />Discussion:
<br />
<br /> Beginning with the FY2015 Budget, City Council made quarterly appropriations of
<br />
<br />the Portsmouth Public Schools Budget.
<br />
<br /> The third quarterly appropriation covers the period of January 1, 2016- March 31,
<br />
<br />2016.
<br />
<br />Financial Impact
<br />
<br /> Funds are appropriated in the City’s FY2016 General Fund to pay for the local
<br />contribution to the School System. The attached Ordinance implements the third quarter
<br />amount.
