December 8, 2015 <br /> <br />At a Regular Meeting of the City Council on Tuesday, December 8, 2015, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, City <br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />Pastor Robert Lee opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Dr. Edmonds, and seconded by Mr. Meeks, to approve the minutes of <br />a Called Meeting of November 24, 2015, and of a Regular Meeting of November 24, <br />2015, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />15 - 430 - Public hearing on rezoning applications: <br /> <br />(a) Z-15-06 SIMONSDALE - Roger Cornett, owner, is requesting to rezone a 0.76 acre <br />parcel currently zoned Urban Residential-High (UR-H) to Neighborhood <br />Mixed Use (NMU) in order to make the property’s zoning consistent with <br />other zoning in the vicinity. The property is denoted on the <br />Comprehensive Plan’s Generalized Future Land Use Map as part of a <br />Mixed Use Corridor. The property is presently occupied with an office but <br />no future use has been stated by the applicant. The property is located at <br />5000 Portsmouth Boulevard. Vision Principle: A Robust Economy for <br />Working Men and Women. <br /> <br />There were no speakers. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that Z-15-06 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />(b) Z-15-07 LONG POINT - Michael S. Gaddy, PE, on behalf of Dollar General, is <br />requesting to rezone a 3.76 acre parcel currently zoned Urban <br />Residential-High with conditions (UR-H-K) for a 36 condominium unit <br />project to General Mixed Use with conditions (GMU-K) in order build a <br />retail store. The property is located at 3993 Twin Pines Road and is <br />owned by Twin Pines L.L.C. The Comprehensive Plan’s Generalized <br />Future Land Use Map denotes that the property is for commercial uses. <br />Vision Principle: A Robust Economy for Working Men and Women. <br /> <br />1.
