November 24, 2015 <br /> <br />Motion by Dr. Edmonds, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO TRANSFER $33,335 FROM THE INSTRUCTION <br />CLASSIFICATION OF THE OVERALL AND SECOND QUARTER FY 2015-16 <br />PORTSMOUTH PUBLIC SCHOOLS OPERATING FUND BUDGETS TO THE <br />INSTRUCTION CLASSIFICATION OF THE OVERALL AND SECOND QUARTER FY <br />2015-16 PORTSMOUTH PUBLIC SCHOOLS GRANTS FUND BUDGETS.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Wright <br />Nays: None <br /> <br />15 - 417 - Adoption of a resolution of the Council of the City of Portsmouth, <br />Virginia authorizing application for an allocation of funds through the Virginia <br />Department of Transportation Fiscal Year 2017 Revenue Sharing Program for the <br />Replacement of the Churchland Bridge (Northbound Lanes) Project. <br />Vision <br />Principles: Neighborhoods and a Sense of Community, and a Robust Economy <br />for Working Men and Women. <br /> <br />Background: <br /> <br /> The Replacement of the Churchland Bridge project is currently under design. <br /> <br /> The VDOT Revenue Sharing Program provides an opportunity for localities to <br />provide local funds to match State funds for priority projects. <br /> <br />Discussion: <br /> <br /> VDOT issues a call to localities to submit Revenue Sharing applications for <br /> <br />qualifying projects in advance of their upcoming budget. <br /> <br /> City staff identifies projects and submits the required applications and other <br /> <br />supporting materials to VDOT for consideration. <br /> <br /> This project has previously received $12.25 million in Revenue Sharing funds for <br />design, right of way clearance and construction. Additionally, the State obligated $8.2 <br /> <br />million in the 2016-2021 Six-Year Improvement Program. <br /> <br /> The city is seeking to secure additional funding for the construction of this <br /> <br />project. <br /> <br /> A resolution from City Council outlining the request to participate, and its support <br />of the project identified for funding from the Revenue Sharing program is required to <br /> <br />complete the application process. <br /> <br />Financial Impact <br /> <br /> The construction estimate for this project is approximately $35.5 million. The <br />total funding commitment for the project to date from State and local sources is $32.7 <br />million. <br /> <br /> The city of Portsmouth is requesting $1.4 million in Revenue Sharing funds from <br />the State. <br /> <br /> The city must provide a $1.4 million match.
