November 24, 2015 Motion by Dr. Edmonds, and seconded by Mr. Moody, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO TRANSFER $33,335 FROM THE INSTRUCTION CLASSIFICATION OF THE OVERALL AND SECOND QUARTER FY 2015-16 PORTSMOUTH PUBLIC SCHOOLS OPERATING FUND BUDGETS TO THE INSTRUCTION CLASSIFICATION OF THE OVERALL AND SECOND QUARTER FY 2015-16 PORTSMOUTH PUBLIC SCHOOLS GRANTS FUND BUDGETS.” Ayes: Cherry, Edmonds, Moody, Psimas, Wright Nays: None 15 - 417 - Adoption of a resolution of the Council of the City of Portsmouth, Virginia authorizing application for an allocation of funds through the Virginia Department of Transportation Fiscal Year 2017 Revenue Sharing Program for the Replacement of the Churchland Bridge (Northbound Lanes) Project. Vision Principles: Neighborhoods and a Sense of Community, and a Robust Economy for Working Men and Women. Background:  The Replacement of the Churchland Bridge project is currently under design.  The VDOT Revenue Sharing Program provides an opportunity for localities to provide local funds to match State funds for priority projects. Discussion:  VDOT issues a call to localities to submit Revenue Sharing applications for qualifying projects in advance of their upcoming budget.  City staff identifies projects and submits the required applications and other supporting materials to VDOT for consideration.  This project has previously received $12.25 million in Revenue Sharing funds for design, right of way clearance and construction. Additionally, the State obligated $8.2 million in the 2016-2021 Six-Year Improvement Program.  The city is seeking to secure additional funding for the construction of this project.  A resolution from City Council outlining the request to participate, and its support of the project identified for funding from the Revenue Sharing program is required to complete the application process. Financial Impact  The construction estimate for this project is approximately $35.5 million. The total funding commitment for the project to date from State and local sources is $32.7 million.  The city of Portsmouth is requesting $1.4 million in Revenue Sharing funds from the State.  The city must provide a $1.4 million match. This requires a $1.4 million commitment in the city’s Capital Improvement Program (CIP).  The $2.8 million completes the funding for this project.
