November 24, 2015 WHEREAS, the City of Portsmouth desires to submit an application for an allocation of $1,400,0000 in funding through the Virginia Department of Transportation Fiscal Year 2017 Revenue Sharing Program; and WHEREAS, the funds are requested for the Replacement of the Churchland Bridge (Northbound Lanes) project; NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that it hereby supports the application for an allocation of $1,400,000 through the Virginia Department of Transportation Fiscal Year 2017 Revenue Sharing Program. BE IT FURTHER RESOLVED that the City Manager or her designee is authorized to execute project administration agreements for any approved revenue sharing projects.” Ayes: Cherry, Edmonds, Moody, Psimas, Wright Nays: None 15 - 418 - Adoption of resolutions approving the 2016 State Legislative Package and the 2016 Federal Legislative Package. (a) Adoption of a resolution endorsing the City’s 2016 General Assembly Legislative Package. (b) Adoption of a resolution endorsing the City’s 2016 Federal Legislative th Agenda Package for the 114 Congress. Background:  Portsmouth municipal departments were provided an opportunity to identify legislative priorities for inclusion in the 2016 State and Federal Legislative Packages.  Via the city’s webpage, the citizens of Portsmouth were afforded an opportunity to submit legislative priorities for the 2016 State and Federal Legislative Packages.  Submissions were reviewed in the draft Power-Point presentation presented to City Council during their Public Work Session on Monday October 27, 2015, and a Special City Council Public Work Session on Monday November 9, 2015.  Portsmouth City Council met with the Portsmouth General Assembly Delegation at a joint meeting on Tuesday, November 10, 2015 to discuss the items in the City’s 2015 State Legislative package. At this meeting members of the Portsmouth General Assembly Delegation agreed to be the Patron of several of the items in the package.  Portsmouth City Council is set to formally adopt the 2016 State and Federal Legislative Packages at its regular City Council meeting on Tuesday, November 24, 2015. Discussion:  The items included in the 2016 State and Federal Legislative Packages were first vetted with the City Manager.  These items were then presented and vetted with the City Council members.  The items included in the State Legislative Package were agreed upon and will be submitted for introduction by members of the Portsmouth General Assembly Delegation.  The items for the 2016 Federal Legislative Package will be forwarded to the city’s Congressional Delegation.
