November 24, 2015 <br /> <br />WHEREAS, <br /> the City of Portsmouth desires to submit an application for an <br />allocation of $1,400,0000 in funding through the Virginia Department of Transportation <br />Fiscal Year 2017 Revenue Sharing Program; and <br /> <br />WHEREAS, <br /> the funds are requested for the Replacement of the Churchland <br />Bridge (Northbound Lanes) project; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby supports the application for an allocation of $1,400,000 through <br />the Virginia Department of Transportation Fiscal Year 2017 Revenue Sharing Program. <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager or her designee is <br />authorized to execute project administration agreements for any approved revenue <br /> <br />sharing projects.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Wright <br />Nays: None <br /> <br />15 - 418 - Adoption of resolutions approving the 2016 State Legislative Package <br />and the 2016 Federal Legislative Package. <br />Vision Principles: Change and New <br />Directions, A Robust Economy for Working Men and Women, Leading Maritime <br />Center, Lifelong Learning Community, Neighborhoods and a Sense of <br />Community, Quality of Life, Efficient Responsive Government, A Proud Military <br />Community, and Pride of Past. <br /> <br />(a) Adoption of a resolution endorsing the City’s 2016 General Assembly <br />Legislative Package. <br /> <br />(b) Adoption of a resolution endorsing the City’s 2016 Federal Legislative <br />th <br />Agenda Package for the 114 Congress. <br /> <br />Background: <br /> <br /> Portsmouth municipal departments were provided an opportunity to identify <br /> <br />legislative priorities for inclusion in the 2016 State and Federal Legislative Packages. <br /> <br /> Via the city’s webpage, the citizens of Portsmouth were afforded an opportunity <br /> <br />to submit legislative priorities for the 2016 State and Federal Legislative Packages. <br /> <br /> <br /> Submissions were reviewed in the draft Power-Point presentation presented to <br />City Council during their Public Work Session on Monday October 27, 2015, and a <br /> <br />Special City Council Public Work Session on Monday November 9, 2015. <br /> <br /> Portsmouth City Council met with the Portsmouth General Assembly Delegation <br />at a joint meeting on Tuesday, November 10, 2015 to discuss the items in the City’s <br />2015 State Legislative package. At this meeting members of the Portsmouth General <br />Assembly Delegation agreed to be the Patron of several of the items in the package. <br /> <br /> Portsmouth City Council is set to formally adopt the 2016 State and Federal <br />Legislative Packages at its regular City Council meeting on Tuesday, November 24, <br />2015. <br /> <br />Discussion: <br /> <br /> The items included in the 2016 State and Federal Legislative Packages were first <br />vetted with the City Manager. <br /> <br /> These items were then presented and vetted with the City Council members. <br /> <br /> The items included in the State Legislative Package were agreed upon and will <br />be submitted for introduction by members of the Portsmouth General Assembly <br />Delegation. <br /> <br /> The items for the 2016 Federal Legislative Package will be forwarded to the city’s <br />Congressional Delegation. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
