October 27, 2015 <br /> <br />Next Steps Following Council Action: <br /> <br /> The full implementation of the Child and Adult Care Food Program (CACFP) Kids <br />Meals Program throughout the 2015-2016 school year. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A KIDS MEALS PROGRAM GRANT IN THE AMOUNT <br />OF $515,160 FROM THE U.S. DEPARTMENT OF AGRICULTURE CHILD AND <br />ADULT CARE FOOD PROGRAM ADMINISTERED THROUGH THE VIRGINIA <br />DEPARTMENT OF HEALTH AND APPROPRIATING SAID FUNDS IN THE FY 2015- <br />16 GRANTS FUND.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 378 - Adoption of an ordinance accepting funding from the Virginia <br />Department of Behavioral Health and Developmental Services in the amount of <br />$70,000 and appropriating said amount in the FY 2015-16 Behavioral Healthcare <br />Services Fund for the purpose of funding a Mobile Crisis Clinician position. <br /> <br />Vision Principle: Neighborhoods and a Sense of Community. <br /> <br />Background: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />(DBHDS) awarded funding the City of Portsmouth to hire a license or licensed eligible <br />crisis staff. This clinical staff will be a prescreener, and will be able to respond and <br />provide mobile crisis services to youth and families in the schools, BHS office, home <br />and community. The Mobile Crisis clinician will provide full-time crisis intervention <br />services to the community for youth, regardless of insurance. Short term crisis case <br />management (1-3 months) will also be provided. Services will be provided based on <br /> <br />client need, which includes evening, weekend, and holidays whenever necessary. <br /> <br />Discussion: <br /> <br /> With the increase focus on crisis response, youth identified as at risk of physical <br />injury to self or others need to receive services immediately. Early access to Mobile <br />Crisis services will allow children to remain in the home, minimizing disruption and <br />utilizing natural family and community supports to stabilize the youth in their own <br />environment. <br /> <br />Financial Impact: <br /> <br /> There is no financial impact to the city. With ongoing support from the <br />Commonwealth, DBHS will continue to include the position in future fiscal years. <br /> <br />Recommended Action: <br /> <br /> Adoption of an ordinance to approve appropriation of $ 70,000 to the Department <br />of Behavioral Healthcare Services.
