October 27, 2015 <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 379 - Adoption of an ordinance authorizing transfers within the FY 2015-16 <br />Capital Improvements Fund of $325,000 from the Judicial Facilities Improvements <br />Project, $125,000 from the Children’s Museum Elevator Project, and $350,000 <br />from the HVAC Replacement 1846 Courthouse Project to the 801 Water Street <br />Project. <br />Vision Principle: Efficient, Responsive Government. <br /> <br />Background: <br /> <br /> The City purchased 801 Water Street in September, 2014 and designated it as <br />the Police Public Safety Building. <br /> <br /> The Police currently occupy the second and fourth floors of the building. <br /> <br /> City Council was given an update on leased space at the October 13, 2015 <br />Public Works Session. To meet City Council’s goal of reducing or eliminating leased <br />space, there are infrastructure improvements needed for 801 Water, prior to further <br />occupancy by the Police Department. <br /> <br />Discussion: <br /> <br /> City Staff are currently evaluating and pricing all the infrastructure needs for 801 <br />Water Street. Although final costs are not yet available, we need to begin the transition <br />to move the Police Department functions that are still occupying leased facilities. <br /> <br /> The required funding needed to begin these improvements will come from the <br />new dollars ($343,446) in the FY2016 CIP 801 Water Street project, along with dollars <br />recommended to be transferred from existing CIP projects; $125,000 from Children’s <br />Museum Elevator and $350,000 from HVAC Replacement 1846 Courthouse Project. <br />These transfers are available because either the project scope has changed or an <br />additional source of money was utilized for the project. <br /> <br /> To authorize a previous transfer of $325,000 from the Judicial Improvements <br />project to 801 Water Street. This transfer is necessary to formalize the previous transfer <br />and expenditure of funds to 801 Water Street. <br /> <br />Financial Impact: <br /> <br /> No additional appropriation is necessary. The attached ordinance will not <br />increase the total Capital Improvement Program revenues or expenditures. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principle: Efficient, Responsive Government. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will complete the necessary budget adjustments. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE AUTHORIZING TRANSFERS WITHIN THE FY 2015-16 CAPITAL <br />IMPROVEMENTS FUND OF $325,000 FROM THE JUDICIAL FACILITIES <br />IMPROVEMENTS PROJECT, $125,000 FROM THE CHILDREN’S MUSEUM <br />ELEVATOR PROJECT, AND $350,000 FROM THE HVAC REPLACEMENT 1846 <br />COURTHOUSE PROJECT TO THE 801 WATER STREET PROJECT.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 380 - Adoption of an ordinance accepting a grant in the amount $44,990 from <br />the U.S. Department of Transportation National Highway Traffic Safety <br />Administration through the Virginia Highway Safety Office and appropriating said <br />funds in the FY 2015-16 Grants Fund for use by the Portsmouth Police <br />Department to deter driving under the influence of alcohol.
