October 27, 2015 <br /> <br />At a Regular Meeting of the City Council on Tuesday, October 27, 2015, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, City <br />Manager Dr. L. Pettis Patton, Interim City Attorney Cheran D. Cordell. <br /> <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Dr. Edmonds, to approve the minutes of <br />a Called Meeting of October 13, 2015, and of a Regular Meeting of October 13, 2015, <br />and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 376 - Presentations: <br /> <br /> <br /> <br /> Presentation of “Small Business Saturday” proclamation. <br /> <br /> <br /> Lieutenant Sean Doney, Breast Cancer Awareness Support Shirts. <br /> <br /> <br /> <br /> Presentation of lapel pins to newly appointed board and commission members. <br /> <br />- City Manager’s Report - <br /> <br />15 - 377 - Adoption of an ordinance accepting a Kids Meals Program Grant in the <br />amount of $515,160 from the U.S. Department of Agriculture Child and Adult Care <br />Food Program administered through the Virginia Department of Health and <br />appropriating said funds in the FY 2015-16 Grants Fund. : <br />Vision Principle <br /> <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br /> <br /> The City of Portsmouth has received a grant through the Virginia Department of <br />Health from United States Department of Agriculture (USDA) for the Child and Adult <br />Care Food Program (CACFP) Kids Meals Program effective September 2015 <br />administered by the Department of Parks, Recreation & Leisure Services. <br /> <br /> The program provides an evening snack and a dinner meal at the four (4) <br />Recreation Centers, one (1) Day Treatment Facility, one (1) Middle School, one (1) High <br />School and at ten (10) Elementary School 6 TO SIX sites during the school year when <br />children are out of school, and therefore may not otherwise receive a proper nutritious <br />meal. <br /> <br />Discussion: <br /> <br /> The Child and Adult Care Food Program (CACFP) Kids Meals Program for 2015- <br />2016 school year will include four (4) Recreation Center sites and ten (10) 6 TO SIX <br />After school Care sites, one (1) Middle School, one (1) Day Treatment program and one <br />(1) High School. <br /> <br /> <br /> It is estimatedthat the program will serve 620 snacks and 760 dinners daily. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no City cash match required. The grant is a total reimbursement grant <br />based on the number of meals served. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance.Vision Principle: Neighborhoods and a Sense of <br />Community. <br /> <br /> <br /> <br /> <br /> <br /> <br />
