September 22, 2015 <br /> <br />15 - 344 - Adoption of an ordinance appropriating $42,179,179 by classification to <br />implement the Operating Budget for the Portsmouth Public Schools for the <br />second quarter of Fiscal Year 2015-2016. <br />Vision Principle: Efficient, Responsive <br /> <br />Government. <br /> <br />Background: <br /> <br /> On May 12, 2015, City Council approved the FY2016 School Board Operating <br />Budget of $168,716,716, and adopted the first quarterly budget appropriation of <br /> <br />$42,179,179. <br /> <br /> Funding for the second quarter of the School Budget, from October 1, 2015- <br /> <br />December 31, 2015, must now be appropriated. <br /> <br />Discussion: <br /> <br /> Beginning with the FY2015 Budget, City Council made quarterly appropriations of <br />the Portsmouth Public Schools Budget. <br /> <br /> These appropriations will be made in conjunction with quarterly financial reports <br />from the School Board to City Council. <br /> <br /> The second quarterly appropriation covers the period of October 1, 2015- <br /> <br />December 31, 2015. <br /> <br />Financial Impact: <br /> <br /> Funds are appropriated in the City’s FY2016 General Fund to pay for the local <br />contribution to the School System. The attached Ordinance implements the second <br />quarter amount of the FY2016 School Operating Budget. <br /> <br />Staff Recommends: <br /> <br /> Adoption of the ordinance. Vision Principle: Efficient and Responsive <br />Government. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department and the Schools will complete the necessary budget <br /> <br />adjustments. <br /> <br />Motion by Dr. Edmonds, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROPRIATING $42,179,179 BY CLASSIFICATION TO <br />IMPLEMENT THE OPERATING BUDGET FOR THE PORTSMOUTH PUBLIC <br />SCHOOLS FOR THE SECOND QUARTER OF FISCAL YEAR 2015-2016.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 345 - Adoption of an ordinance accepting a Supportive Housing Program <br />Grant in the amount of $69,013 from the U.S. Department of Housing and Urban <br />Development and appropriating said funds in the FY 2015-16 Grants Fund for use <br />by the Department of Behavioral Healthcare Services to provide assistance to <br />eligible chronically homeless Portsmouth residents. <br /> Vision Principles: Vision <br />Principles: Neighborhoods and a Sense of Community, Quality of Life and <br />Lifelong Learning Community. <br /> <br />Background: <br /> <br /> The Department of Housing and Urban Development awards the Supportive <br />Housing and Shelter Plus Care Program grants to the City of Portsmouth, a member of <br />the Portsmouth Continuum of Care. Behavioral Healthcare Services, as the lead <br />agency, provides behavioral health and supportive services to chronically homeless <br />individuals and families who have severe mental illness, chronic substance use <br />disorders, developmental and intellectual disabilities, and/or HIV/AIDS and are in need <br />of supportive housing services. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
