September 22, 2015 15 - 344 - Adoption of an ordinance appropriating $42,179,179 by classification to implement the Operating Budget for the Portsmouth Public Schools for the second quarter of Fiscal Year 2015-2016. Vision Principle: Efficient, Responsive Government. Background:  On May 12, 2015, City Council approved the FY2016 School Board Operating Budget of $168,716,716, and adopted the first quarterly budget appropriation of $42,179,179.  Funding for the second quarter of the School Budget, from October 1, 2015- December 31, 2015, must now be appropriated. Discussion:  Beginning with the FY2015 Budget, City Council made quarterly appropriations of the Portsmouth Public Schools Budget.  These appropriations will be made in conjunction with quarterly financial reports from the School Board to City Council.  The second quarterly appropriation covers the period of October 1, 2015- December 31, 2015. Financial Impact:  Funds are appropriated in the City’s FY2016 General Fund to pay for the local contribution to the School System. The attached Ordinance implements the second quarter amount of the FY2016 School Operating Budget. Staff Recommends:  Adoption of the ordinance. Vision Principle: Efficient and Responsive Government. Next Steps Following Council Action:  The Finance Department and the Schools will complete the necessary budget adjustments. Motion by Dr. Edmonds, and seconded by Mr. Meeks, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE APPROPRIATING $42,179,179 BY CLASSIFICATION TO IMPLEMENT THE OPERATING BUDGET FOR THE PORTSMOUTH PUBLIC SCHOOLS FOR THE SECOND QUARTER OF FISCAL YEAR 2015-2016.” Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright Nays: None 15 - 345 - Adoption of an ordinance accepting a Supportive Housing Program Grant in the amount of $69,013 from the U.S. Department of Housing and Urban Development and appropriating said funds in the FY 2015-16 Grants Fund for use by the Department of Behavioral Healthcare Services to provide assistance to eligible chronically homeless Portsmouth residents. Background:  The Department of Housing and Urban Development awards the Supportive Housing and Shelter Plus Care Program grants to the City of Portsmouth, a member of the Portsmouth Continuum of Care. Behavioral Healthcare Services, as the lead agency, provides behavioral health and supportive services to chronically homeless individuals and families who have severe mental illness, chronic substance use disorders, developmental and intellectual disabilities, and/or HIV/AIDS and are in need of supportive housing services.
